    Position Title:

    Building Permit Applications Supervisor

    Job Description:

    We are looking for a Building Permit Applications Supervisor to support our Community and Neighborhoods Department.

    About the Position:

    In this leading role in the Building Permit Applications workgroup, you will issue and track construction permits, support plan review operations, and serve as a key resource for the public, contractors, architects, and government staff. You'll take on the most complex projects and train team members and customers in permit software and electronic plan review systems, while ensuring accurate, timely, and courteous service across all channels. This position requires strong leadership, excellent communication skills, and deep knowledge of city ordinances, state regulations, and permitting processes.

    Position Salary Range:

    $26.58/hr. to $36.24/hr.

    Key Responsibilities:

    + Takes on a full range of responsibilities for processing construction permits and takes a leading role in the work group managing complex projects and improving internal processes.

    + Receives, processes and issues construction permits in compliance with City ordinances and state laws, including accepting and classifying permit applications, verifying payment of fees, starting plan review workflows, routing to reviewing departments, stamping plans, creating sub-permits, invoicing fees, and verifying contractor licensure.

    + Determines the classification of permit application and utilize ordinance guidelines and applicable formulas, tables, and charts, and calculates the required fees.

    + Responds verbally or in writing to written, telephone and in-person inquiries regarding building permit processes and fees. Responsible for explanation of applicable division policies and codes. Resolves difficult customer relations problems and complaints in a professional manner. Monitors the experiences of customers, and manages internal changes needed to resolve problems.

    + Develops and maintains advanced working knowledge and the ability to train staff on policies, processes and how to utilize building permitting and plan review software.

    + Provides training to team members and other departments. Guides team members in understanding the sources available to perform daily assignments. Demonstrates the use of various available resources to research operational questions. Ensures team members are able to confidently and effectively utilize resources to provide timely and accurate customer service. Provides, maintains and updates standard operating procedures (SOP) documents. Trains employees on the proper procedures on how to interact with customers.

    + As assigned, supervises permit processor and permit tech staff, taking responsibility for customer service and in-office coverage, planning and assigning daily workloads, determining work schedules and approving timekeeping and leave requests, investigating complaints and taking corrective action, and providing general direction and guidance.

    + Manages the building permit processes behind complex projects and applications, and works with management, Department Liaison, senior reviewers and other city departments to orchestrate approvals. Ensures these processes comply with Division policies, city ordinances, State Code and administrative provisions of the building codes.

    + Monitors application processes including workflows, routing, processing times, licensure and fees for accuracy and compliance with codes.

    + Monitors processing of permit applications using our online permitting system (Accela) and online plan review system (ProjectDox) and works with business systems staff to request system changes to resolve problems.

    + Develops and maintains customer-facing written communications regarding building permit applications and permit processing, including web page content and customer instructions for online systems.

    + Performs other duties as assigned.

    Minimum Qualifications:

    + Graduation from high school or equivalent and four years related work experience in a high public contact environment, two of which must have been in a permits processing or closely related position. Experience must include training adults, extensive expertise in applicable spreadsheet and word processing programs and the ability to train others in common computer programs.

    + Knowledge of city or municipal ordinances related to permit processing.

    + Ability to communicate and coordinate work between staff, the Mayor’s Office, City Council, Attorney’s Office, and other city departments as needed.

    + Must be well organized, meticulous, and able to prioritize tasks. Must be able to develop and manage manual and automated filing systems. Knowledge in current office procedures, business English, proper correspondence format and composition

    + Demonstrated ability to work as a team member and relate well with co-workers, supervisors, other employees and the public.

    Desired Qualifications:

    + Two (2) years supervisory experience and/or experience leading and managing teams.

    + Ability to analyze and make sound recommendations on technical problems, policies, and procedures

    + Understanding of terms and concepts used in building construction, drafting, building permitting and zoning regulation.

    + Knowledge of, or ability to learn, our permitting system (Accela) and plan review system (ProjectDox).

    Working Conditions:

    + Light physical effort and usually comfortable working positions. Frequent standing and walking to counter.

    + Considerable exposure to stress as a result of human behavior, frequent deadlines, and job demands.

    + Frequent, prolonged exposure to computer monitor display screens.
