    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

     

    The Global Mission Communications Program Division (GMCPD), Emergency Communications Network (ECN) Global Communications Department is seeking a high performing individual to join our team as a Senior Mission Communications Specialist (Satellite). This position is located at the Remote Sensing Laboratory, Nellis (RSL-N) on Nellis Air Force Base in Nevada and will focus on providing network systems design, support, installations and troubleshooting. Travel is required in support of installations, restorations, and national emergency response missions.

    Responsibilities

    + Participates in GMCP and ECN Program drills, exercises, and real-life CONUS/OCONUS missions.

    + Designs and implements network systems supporting ECN programs and projects to include the installation, operation, security, and maintenance of the satellite network infrastructure.

    + Identifies, defines, and documents satellite network infrastructure requirements and recommends solutions to management.

    + Installs, configures, troubleshoots, and maintains satellite network infrastructure software and hardware.

    + Provides technical expertise and guidance to cyber and data operations engineering teams to ensure that satellite network designs and implementations are effectively integrated.

    + Collaborates with cross-functional teams to ensure satellite network architecture and maintenance requirements are incorporated into systems and cyber design, development, and implementation processes.

    + Stays updated on the latest technologies, industry trends, and security threats, and provides recommendations for improving the satellite network.

    + Provides cybersecurity guidance and support throughout the IT system lifecycle.

    + Assists in researching, compiling, and analyzing technical data.

    + Troubleshoots the installation, operation, build, and maintenance of mission response infrastructure equipment, software, hardware, video teleconference, audio-visual and next generation communications kits.

    + Specializes in satellite communications.

    + Assists other senior engineering staff with the execution of their assigned duties.

    + Mentors junior staff as required.

    + Participates in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.

    + Participates in training activities and exercises.

    + May serve as an emergency responder as job dictates.

    + Supports national emergency response groups’ emergency response drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.

    + May travel as part of an installation or restoration team when directed.

    + Assists with promoting project management best practices and continuous improvement.

    + Develops and complies with validation requirements, standard-operating procedures, and change control maintenance for product lifecycle.

    + Performs within change control and ticketing system environment.

    + Participates in after-hours support pool. Requirements include evening and weekend availability.

    + Develops and maintains procurements, procedures, documents, inventories, and reports to ensure compliance with DOE Orders, company procedures, etc.

    + Helps maintain processes, plans, vehicles, equipment, and systems in a deployment-ready status.

    + May establish working relationships with client and vendor organizations.

    + Professionally interfaces with clients, outside businesses, governmental, tribal, and military agencies as required.

    + Contributes to an overall productive and respectful work environment by providing excellent customer service and working in a positive, collegial manner always.

    Qualifications

    + Bachelor's degree in a computer related field or equivalent with at least 5 years of related experience or equivalent training in satellite communications experience.

    + Ability to design and implement satellite network infrastructure based on organizational requirements.

    + Detailed understanding of Satellite Communications and Teleport Operations and Maintenance.

    + Detailed understanding of LTE EPC and Cell Base Station operation.

    + Detailed understanding of mobile satellite and hardware kits.

    + Detailed understanding of Ground Multi-Band Terminal, as well as other radio and LOS equipment.

    + Program/troubleshooting of satellite modems, TSSP interface, and multiplexers, up/down converters, HPA, LNA, and other SATCOM equipment as well as antenna assembly and installation equipment.

    + Experience with LEO, MEO, and/or GEO satellite networks.

    + Experience with KU, KA, and L band frequencies.

    + Experience with network hardware (routers, switches, and firewalls) and software configuration.

    + Knowledge of iDirect network building/configuration.

    + Knowledge of Satellite Communication signal flow for better troubleshooting capability.

    + Is familiar with current voice, video teleconference, data communications, and/or cybersecurity policies and practices.

    + Desired working knowledge and experience of communications support, ECN program, and NNSA mission.

    + Excellent problem-solving and analytical skills.

    + Ability to document satellite network configurations, processes, and procedures.

    + Ability to provide satellite network engineering support and training to other team members.

    + Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.

    + Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.

    + Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.

    + Knowledge of Microsoft products.

    + Knowledge of basic math, grammar, spelling, and punctuation.

    + Excellent oral and written communication skills.

    + Candidate must be a team player with good customer service skills and the ability to work flexible hours if required.

    + Ability to gain Sigma 15, 20 access

    + This position is located at the Remote Sensing Laboratory, Nellis (RSL-N) on Nellis Air Force Base in Las Vegas, Nevada.

    + The work schedule for this position will either be 4/10s, 9/80, or 5/8s (per management discretion). Must be willing to perform on-call duty and ensure availability to work non-standard hours. Personnel may be requested by leadership to work in excess of 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.     Department of Energy Q Clearance (position will be cleared to this level).     Annual salary range for this position is: $95,139.20 to $142,708.80

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
