    This is an internal recruitment only for current qualified classified City of Reno Employees

     

    The Business License Compliance Officerwill perform field inspections of new and existing businesses in order to ensure compliance with applicable business license, special activities, and special events ordinances and regulations. They will collect delinquent accounts and fees related to assigned area of responsibility. They will also record, report, and compile statistics and data on all aspects of compliance inspection activities.

     

    We currently have one vacancy in the Business Licensing Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

     

    This is an internal recruitment to provide a promotional opportunity for all qualified current classified City of Reno employees.

    Examples of Essential Functions

     

    + Conduct field inspections of new and existing businesses, special activities and special events within the City to ensure that all businesses are licensed or permitted, and that the business activity is conducted according to the license or permit, and posted or available for inspection.

    + Interpret and educate the public on City business licensing ordinances and regulations; provide information within the area of assignment; respond to and resolve questions in a timely manner.

    + Issue and document notices of non-compliance to unlicensed businesses; follow up on non-compliant businesses to ensure collection of appropriate fees and penalties; provide assistance to the City Attorney in prosecution and appear in court as necessary.

    + Conduct gross receipt verification audits when necessary to verify proper reporting for business license accounts, gross (revenue) receipts reporting requirements, and determination of business license fees and penalties.

    + Maintain a variety of accurate and detailed logs, records, reports and files regarding inspection activities, compliance violations and resulting actions; prepare correspondence, routine reports and status reports as required.

    + Respond to citizen, public, or other outside agency complaints regarding unlicensed businesses, business activity, peddlers, and solicitors; issue citation or notices to comply as appropriate.

    + Prepare lists of expired licenses or renewals not returned; investigate businesses for change of location or ownership; send or deliver notices to comply; ensure the collection of all fees and penalties due the City for business license applications and renewals.

    + Research information needed to monitor delinquent accounts and work closely with the City Attorney to prepare and present information at Administrative Hearings as necessary.

    + Monitor compliance activities and conduct follow-up and final inspections.

    + Use various geographic information systems data as necessary to determine billable customers and parcel numbers.

    + Compose and send correspondence to customers regarding fee adjustments or related information as necessary.

    + Perform related duties as required.

    Minimum Qualifications

    The following minimum qualifications are required to be met at the time of application.

    Education:

    + Equivalent to the completion of the twelfth grade.

    Experience:

    + Two years of responsible code compliance, auditing and inspection experience.

    License:

    + Possession of, or ability to obtain, an appropriate, valid driver's license.

    Examination Process:

    Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of a Training and Experience evaluation (T&E) weighted at 100%

    Training and Experience Evaluation (T&E) Details:

    The T&E examination consists of a Supplemental Questionnaire. The questions may be viewed online under the tab marked "QUESTIONS" on the job announcement page. The T&E must be submitted online at the time of application.

     

    + Responses to your T&E questions should be consistent with the information given in your application details. Answers are subject to verification.

    + Failure to complete all of the questions or incomplete responses will result in a lower score; therefore, it is advantageous for you to provide a full and complete response to each supplemental question.

    Employee/Veteran Preference in the Event of Tie Scores:

    On promotional examinations (Rule VIII, Section 9), in the event of tie scores resulting from final rating, including seniority points, a classified employee will be awarded veteran's preference and provided a rank preference if one (1) of the eligibles has submitted proof of honorable discharge from the military service. This preference will only be administered in the event of tie scores. Documentation must be submitted at the time of application.

    Seniority Points:

    Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows:

    The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.

     

    Rule VIII - Promotion, Section 9. Seniority Credit.

    Appointment and Certification:

    Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
