    Department Summary:

    The Strategic Non-Kinetic Effects (SNKE) Mission Center at MITRE is a new and emerging organization within MITRE focused on developing cutting-edge capabilities to gain and maintain strategic advantage. We are a cross-functional team of analysts, subject-matter-experts, engineers, and innovators working to deliver meaningful solutions to the nation’s most pressing security challenges.     Roles & Responsibilities:

    SNKE seeks a Mission Integration Strategist to orchestrate mission integration across offensive cyber operations (OCO), strategic economics, and cognitive/information warfare. This role will also help guide the Cyber and Economic Warfare Cross-cutting Priority (XCP) and operationalize MITRE R&D by translating concepts and prototypes into sponsor-ready capabilities, mission threads, and outcomes. The position partners across MNS, MITRE Labs, and Public Sector to synchronize technical direction, close seams between disciplines, and deliver measurable mission impact for IC/DoD sponsors.

     

    Qualified candidates will have a strong defense, or intelligence background with demonstrated technical experience in advancing operational mission capabilities. The strategist must be able to work collaboratively with an integrated, federated MITRE team demonstrating strong teamwork. The selected individual will be expected to work closely with military and civilian experts from across IC/DoD to address their critical mission needs, provide options which anticipate operational needs, and identify relevant emerging methods and multi-layer assessments to address IC/DoD mission challenges.

    Selected candidates will demonstrate the following:

    + Strategic Leadership. Create strong relationships across leadership and subject matter experts in policy, intel, and the defense community. Proactively and closely partner with internal MITRE programs team to deliver novel concepts for OCO, strategic economics, and cognitive domains. Actively collaborate with other projects supporting related sponsors to ensure maximum value and impact across MITRE’s sponsors

    + Domain/Technical Competence. Demonstrate strong familiarity in two or more of the following areas: (1) National Security Policy, (2) Offensive Cyber Operations, (3) Information Operations, (4) Behavioral Economics.

    + Interpersonal Skills. Deliver strong leadership and partner closely with both senior military leaders to identify tactical, operational, and strategic challenges, potential solutions, and communicate task goals and impacts clearly and effectively.

    + Collaboration. Cultivate an environment that develops robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts, specialists, and defense acquisition professionals. Leverage MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and other sponsor efforts to support the FFRDC value proposition.

    + Senior Sponsor Experience. Comfortably and respectfully engage with both US and foreign nations’ senior military leaders and engineers as well as commercial executives and managers.

    + Flexibility and Suitability. Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time.

    Other responsibilities include:

    + Work with the SNKE department managers, engineers, and the SNKE explore manager to forecast, document, and justify future MITRE sponsor wants and needs aligned to the NSEC strategy.

    + Maintain detailed situational awareness of MITRE’s current and planned work in support of our sponsors.

    + Partner with the Managing Director and Chief Engineer to develop a cohesive MITRE strategy to maximize mission impact while retaining technical excellence and program viability.

    + Partner with the Managing Director and Chief Engineer to ensure MITRE is being used as effectively as possible, understanding and operating within the SNKE sponsor’s ceiling allocation process

    + Proactively work with Division leadership team to position MITRE for success in staffing the work and delivering impact

    + Plan and carry out a regular tempo of sponsor engagements in support of Center and Division strategy and goals

    + Develop and maintain an in-depth understanding of the SNKE sponsors including overall strategy, organization, leadership as well as component strategies, investments, and issues; provide informational updates to the Division and Center leadership teams of the work program, as required

    + Partner with project, task, and technical leads from across MITRE (MITRE National Security Sector, MITRE Labs and MITRE Public Sector, where appropriate - to refine the technical direction for MITRE’s SNKE work programs and ensure that all relevant MITRE resources are brought to bear for SNKE sponsors.

    Basic Qualifications:

    + Must have active TS/SCI/Polygraph.

    + Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience

    + Effective and influential oral communications skills

    + Strong written communications skills

    + Strategic cyber operations experience, economics background, and/or information operations experience supporting MITRE sponsors.

    + Proven track record of successful experience leading technology development and integration, strategy and business development, technical and engineering services, program and portfolio management, and government program leadership.

    + Proven and demonstrable experience in strategic thinking and execution, with an ability to see beyond the current environment to drive new programs and capabilities.

    + Significant comfort with change coupled with an ability to develop and sustain an organizational culture focused on delivering impact.

    + Proven and demonstrable experience supporting our sponsors.

    + Proven and demonstrable experience briefing high level stakeholders with an ability to provide executive communications.

    + Proven and demonstrable experience with Program Management, budgeting, and business tracking.

    + Significant industry experience

    + This position requires a minimum of 4 days a week on-site

    Preferred Qualifications:

    + Master’s degree in Cybersecurity, International Relations, or related studies.

    + Experience operating in multiple types of environments.

    + Deep subject matter expertise and a comprehensive understanding of the government cyber and/or intelligence organizations and their missions.

    + A strong working knowledge of MITRE culture and techniques for work shaping.

    + Previous project leadership experience on large, complex projects.

    + Former government employee and has worked in an Executive Officer or Commanding Officer role or equivalent.
