    This position in the Licensing Division’s Family Child Care (FCC) Licensing Unit exists to execute the Commissioner of Human Services’ responsibility for administration and oversight of licensing functions related to family child care which are delegated to county licensing agencies and for certifying county agencies to perform licensing functions. This is achieved by adhering to Minnesota Statutes, Chapters 142B, 245A, 245C, 260E, Minnesota Rules 9543, and other relevant laws and regulations, ensuring the protection of the health, safety, and well-being of vulnerable children in licensed family child care programs.

    The FCC Licensing Consultant responsibilities include:

    + Providing oversight and technical assistance of family childcare licensing to county licensors in order to improve the quality and consistency of family child care licensing across the state

    + Partnering with FCC unit and unit leadership in the delivery of training to a statewide audience of county licensors and supervisors

    + Reviewing county FCC licensing processes for compliance with state and federal requirements and certifying county agencies to perform the State of MN licensing work, which is delegated to the counties.

    + Serving as a subject matter expert in multiple areas of FCC licensing, including but not limited to the use of FCC licensing’s electronic monitoring checklist, evaluating county variance requests, FCC licensing action recommendations, and FCC data analysis and reporting

    + Working with various stakeholder groups, including those internal and external to the Department of Human Services (DHS)

    Minimum Qualifications

    Three (3) years of experience working in or related to licensed programs.

    Experience must demonstrate the following:

    + Knowledge of contemporary methods used in providing services to individuals in licensed programs.

    + Oversight of or monitoring compliance with state and federal rules, regulations, and laws.

    + Understanding of abroadrangeofstateandfederalrules, regulations,andlawsgoverninglicensed programs,orexperience with similar regulatory activities.

    + Training or curriculum development experience.

    + Must possess a valid driver’s license.

    Preferred Qualifications

    + Bachelor’s degree in early childhood education, elementary education, child development or related field (e.g. Social Work, Sociology, Psychology).

    + Understanding of the Minnesota Government Data Practices Act (MGDPA), the Minnesota Health Records Act, and the Health Insurance Portability and Accountability Act (HIPAA) and ability to act with a high degree of accuracy and integrity and collecting, maintaining, and using this data.

    + Abilitytosynthesizecomplex andsometimesconflictinginformationtomakeappropriatedeterminationsregardinglicensingactions and provide direction to licensing personnel.

    + Competence in communicatingverbally(in-person,bytelephoneorotherelectronicvideo/audiomediums)andin writing sufficient to obtain and share necessary information.

    + Experienceassistingthepublicin understandinglegalrequirementsofstatutesand laws.

    + Experiencein developingtrainingmaterials, formsand instructionsinplainlanguagetoassistthepublicin successfully completing required government forms and business processes.

    + ProficiencywithMSprogramssuchasWord,Excel,Outlook, OneNote, PowerPoint,and Access.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
