    General Statement of Duties

     

    The City of Eugene Spay and Neuter Clinic is seeking qualified candidates for a limited duration Administrative Specialist. The duration of the limited duration position will be for one year, with the option to extend the assignment for an additional year.

     

    The City of Eugene Spay & Neuter Clinic is a small-animal wellness clinic providing care for cats and dogs only. The Clinic is currently open 4 days per week, on a Monday through Thursday schedule. The Spay & Neuter Clinic is one of Lane County's only low-cost wellness clinics.     This position is part of the Spay & Neuter Clinic Office Team and is directed by the Senior Administrative Specialist. On a typical day, the clinic completes 8 - 10 spay and neuter surgeries, and during the afternoon wellness clinics, 20 - 30 patients are cared for. Additionally, 10 - 20 walk-in clients are serviced by at the counter for non-veterinarian care (flea medicine purchases, etc.) In addition to in-person clients and patients, staff receive a high volume of calls, with approximately 40- 60 calls daily.

    About Limited Duration Position

    + This Limited Duration position could last up to 12 - 24 months per business need.

    + If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position.

    + Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for items outlined below:

    + Limited Duration employees are at-will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

     

    Examples of Duties Performed - Duties may include but are not limited to the following

     

    + Performs a wide variety of administrative and clerical duties in support of staff, customers, and operations of the City of Eugene Spay and Neuter Clinic.

    + Provides assistance to the public and other employees; explains processes and requirements; determines when to contact appropriate staff for assistance.

    + Interacts with staff and the community members served by the clinic.

    + Works as the point person for customer intake to check in surgery patients in the mornings and wellness clinic customers in the afternoons.

    + Composes a variety of standardized correspondence; creates, types, and distributes forms, memos, agendas, and lists.

    + Prepares, reviews, and proofs documents for accuracy and completeness; makes corrections for grammar, punctuation and spelling.

    + As needed, performs data entry into financial systems, such as purchasing orders and preparing billing invoices; records and deposits funds; balances, tracks and processes routine financial information and payment records; processes cash and charge transactions; processes invoices for payment; may maintain petty cash funds.

    + Knowledge of AVImark software preferred but not required.

    + Enters and retrieves data from computer systems; adjusts and runs standard reports and queries; sets up, formats, and maintains routine spreadsheets to track data and performs routine tabulations and calculations.

    + Sets up and maintains manual and electronic data and filing systems; researches files & records for information; applies retention schedules to program files.

    + May provide training to coworkers and temporary staff. Actively support and respect diversity and inclusion in the workplace. Performs other related duties as assigned.

    Minimum Qualifications

    Experience

    + Two years of general office experience is required.

    + One year animal handling experience including small animal handling skills is preferred.

    + Familiarity with common vaccination protocols for pets is preferred.

    + Knowledge of current flea, tick, and heartworm preventative products is preferred.

    Education

    High school diploma or G.E.D. equivalent. Post-secondary course work in office assistant or administrative assistant areas desirable.

    Supplemental Information

    Working Conditions

    Work in this class is done generally in an office environment. May be required to sit, keyboard, write, hear and speak for extended periods. May be required to stand frequently for extended periods. Work includes operating a variety of office equipment. Work activities include bending, stooping, and kneeling. May be required to lift up to 25 pounds.

     

    Bilingual Pay Benefit

     

    Per the AFSCME contract (https://www.eugene-or.gov/Archive.aspx?AMID=71) , the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.
