    POSITION OVERVIEW

    Job Title: Case Management Supervisor

     

    Program/Department: Residential

     

    Member Agency: Parsons/Northeast

    POSITION SUMMARY

    This position is responsible for providing programmatic and administrative supervision of foster care regulations and goals in the OCFS residential programs.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned. Employees are expected to be awake and alert while working.

     

    + Recruit, hire, train and supervise case management team, assuring that workers have the tools and resources needed to perform their job duties.

    + Provide leadership in the provision of the foster care regulated services to youth and families, including proficiency in Connections, and all documentation required to meet regulations

    + Ensure staff are documenting and completing foster care tasks in according to regulatory and programmatic timelines.

    + Participate in the administrative on-call rotation for residential program.

    + Ensure youth have identified permanency, education, life skills, and vocational plans to meet their future.

    + Ensure youth have identified contact with families and that families are forefront in the planning for youth.

    + Be the first administrative contact for LDSS in planning for youth, building relationships with county supervisors, and having ongoing contact to make sure the relationship between agency and county is a healthy one.

    + Attend meetings with and keep abreast of OCFS expectations, ADMs, and requests.

    + Work with residential line staff, directors, and clinical team to ensure team approach with youth and families.

    + Work in collaboration with Clinical Director and Supervisors of foster care program to ensure seamless transition for step ups and step downs from programs.

    SUPERVISORY RESPONSIBILITIES

    Directly supervises non-exempt employees. Supervises and evaluates the work of individuals; has responsibility for subordinate performance and output. Provides supportive success-focused supervision to direct reports.

    LEADERSHIP

    Supervises work assignments and performance development/appraisal. Responsible for selection, training, development, and performance management of personnel.

     

    OR Provides significant guidance and consultation to staff through direction, review, and feedback on work assignments.

    SUPERVISION RECEIVED

    Direction: receives guidance with respect to general objectives; in the majority of tasks and projects assigned, determine methods, work sequence, scheduling, and how to achieve objectives of assignments; operate within specific policy guidelines. May require approval before proceeding with next steps.

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE

     

    Masters degree preferred and at least three to four years of requisite experience. Experience in child welfare and/or juvenile detention preferred. One year supervisory experience preferred.

    KNOWLEDGE

    Broad knowledge of a discipline such as social work, teaching, behavioral science, finance, information technology, or business administration; involving the use of a broad theoretical knowledge.

     

    COMMUNICATION and CONTACT with OTHERS

     

    Requires effective communication skills. Communication involves frequent contacts with clients/families, other departments, and individuals in administrative or managerial positions, communicating on information and problems within and outside the organization and presenting information and recommendations for solutions. Represents the organization in routine public activities such as making client-related simple presentations or providing information. Interpersonal communication at this level requires effective communication skills to obtain cooperation or share/receive information which will contribute to decision making.

    DECISION MAKING

    Work is primarily performed independently and initiative is expected on specific aspects of the work except under unusual circumstances or conditions. Procedural guidance is available. Decisions on routine matters are appropriate at this level.

     

    CONSEQUENCES of ERRORS

     

    Embarrassment or Financial Loss: Errors resulting from decisions which are not subject to review might be detrimental to clients, disrupt services, cause moderate financial loss, embarrass the organization, or disrupt operations. Errors may cause friction with or loss of client advocates, clients, may alienate distributors, vendors, or obligate the organization to accept moderate financial obligation/risk or loss of revenues.

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret business publications, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    REASONING ABILITY

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of information/instructions furnished in written, oral, diagram, or schedule form.

     

    ORGANIZATIONAL SCOPE and IMPACT

     

    This position is not a functional head of a program or department.

    FINANCIAL MANAGEMENT RESPONSIBILITY

    No financial management responsibility.

    MATHEMATICAL SKILLS

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

    TECHNOLOGY SKILLS

    Intermediate competency in Windows operating environment using MS Office applications, database, e-mail and internet programs.
