The Iowa Department of Health and Human Services (HHS), Division of Behavioral Health, Bureau of Services, Planning & Performance is seeking a Community Health Consultant to join our team!
The Iowa Department of Health and Human Services (HHS) division of Behavioral Health (BH) is seeking a knowledgeable, dynamic, professional to serve as the Project Coordinator for the State Opioid Response to focus in the areas of prevention, treatment and recovery.
Responsibilities are as follows:
+ Coordinate project activities to support training and information dissemination.
+ Work collaboratively with identified statewide programs.
+ Assist with communications and media.
+ Assist in the development of program performance standards following national and/or clinical best practices for behavioral health prevention, treatment, and recovery.
+ Assess and evaluate the performance of contracted entities.
+ Assist administrators and boards via technical assistance, outreach, and guidance.
+ Coordinate and complete annual site visits for each organization to ensure contract and program compliance.
+ Monitor performance and completion rates and assist with efforts to improve.
+ Responsible for conducting programmatic technical assistance.
+ Compliance.
+ Support the review and summary of local assessments and implementation of identified behavioral health priorities.
+ Oversee and track prevention activities in partnership with contractors.
+ Assist in reviewing prevention training drafts for content and accuracy.
+ Collaborate with internal and external prevention stakeholders to ensure consistency in messaging and delivery.
+ Collaborate with leadership and evaluators to implement and adjust systems for the collection of data and dissemination of results.
+ Assist with developing and monitoring, including expenditures/vouchers, data collection, and fiscal tracking
+ Assist in preparation of required reports such as: Center for Substance Abuse Treatment; department or division director reports; project partner updates; and leadership.

Selectives
397 Mental Health
6 months’ experience in providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment institutions. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.
OR
535 Public Health6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.
OR
663 Substance Abuse Programs
6 months’ experience, 12 semester hours, or a combination of both in prevention programs, clinical substance abuse, or preventative abuse (counselors, treatment workers) that includes:
+ Applicants who develop and/or present programs designed to inform a population on the use, abuse, and dependency of alcohol or other drugs.
+ Initiation, design and/or review of education curriculums, which include alcohol/drug, related information (pharmacology, reasons for use, chemical dependency, etc.).
+ Presentations to professionals, community organizations, youth in school, on chemical dependency.
+ Preparation of media campaigns, including newspaper articles and public service announcements on prevention of substance abuse.
+ Training of youth, parents, and professionals in assertiveness training (“saying no” strategies), communication skills, assertive discipline, decision-making, peer helping, employee assistance programming, and/or student assistance programming.
+ Consultation with community organizations or other human service providers to develop prevention programming.
+ Provide OWI classes to first-time offenders.
+ Inform the public of the effects of chemical dependency on families.
Minimum Qualification Requirements
Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;
OR
Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;
OR
certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;
OR
an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.
