The primary purpose of this position is: To serve as Associate Chief, Combat Forces Division, Deputy Chief of Staff for Plans and Programs at Headquarters US Air Force, sharing with the division Chief the full scope of responsibility for directing the activities of the Division and, in the Chief's absence, possess the same authority and prerogatives. Responsibilities Shares leadership with Division Chief in planning, organizing, and overseeing the activities of the Division. Exercises supervisory personnel management responsibilities. Applies Air Force military rated aviator expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of combat air forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions and processes in support of major Air Force mission and operational plans. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes knowledge of the Department of Defense planning, programming, budget and execution system. Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda and the President's Budget Review in support of major Air Force missions for the combat air forces and operations plans; methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclaim, and issue papers; Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of Air Force programs, and the manner in which the PPBE process supports them. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense planning, programming, budget and execution system. Knowledge of, and skill in, the application of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs, and knowledge of weapons systems. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Negotiates complex issues and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
