    Summary The incumbent is responsible for the identification, assessment, and developing a response plan and/or mitigation of Office of Information and Technology (OIT) level strategic, external, operational, and compliance risks. The incumbent will identify, monitor, measure and respond to risks for a forward-looking assessment of compliance across the organization, using quantitative or qualitative methods. Responsibilities OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. Major Duties: Provide accurate and timely risk management information, analysis, and products to inform Assistant Secretary for Information Technology and OIT Executive Leadership Team decision-making and quality and compliance oversight. Participate in the development and execution of the OIT Risk Management Framework and Governance Model; assure compliance with federal laws, regulations, standards, guidance, and VA policies and directives. Plan and design program evaluation studies related to risk analysis of segmented OIT systems, processes, analytics and reporting related to all dimensions of agencies. Conduct risk assessment through interviews with OIT/VA senior-level subject matter experts and extensive independent research. Produce reports which include identifying and analyzing risks; considering vulnerabilities, likelihood of occurrence, severity of impact, time frame, and risk appetite; as a basis for determining how risks should be managed. The incumbent assists organizations within OIT in the management of their enterprise level risks. Help management achieve OIT/VA performance and cost-effectiveness targets and prevent loss of resources. Enterprise risk management helps ensure effective reporting and Compliance, Risk and Remediation Risk and Remediation IT Enterprise Risk Management 20127A compliance with federal laws, regulations, standards, guidance, and VA policies and directives; and helps avoid damage to Veterans Affairs' reputation and associated consequences. Enterprise risk management helps the VA in accomplishing their mission while avoiding pitfalls and surprises along the way. Risks are assessed on an inherent and a residual risk basis. Work with stakeholders to develop risk response plans based on the results of the risk assessment. Risk responses may include avoiding, accepting, reducing, or transferring the risk. All actions will align with OIT and VA risk owners' risk tolerance and risk appetite. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Working Conditions: Work is performed in a typical computer operations environment. Rooms are well-lighted, air-conditioned office spaces with moderate noise from common office equipment. Computer equipment on the operations floor involves the use of high voltage electricity. Qualifications To qualify for this position, all qualification requirements must be met by the closing date of this announcement 09/11/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
