    Job Description

    * This is a stipended position and is only open to current, eligible, licensed BPS employees whose current job status allows them to participate in this opportunity. *

    LAT-F Description

    The Language Assessment Team Facilitator (LAT-F) is a school-based educator who supports school leaders in implementing the BPS English Learner Education program.

     

    Note: Schools with 150+ ELs or K–8 configurations may split LAT-F responsibilities between two (or more) staff members.

    Position Requirements

    + ESL License, SEI Endorsement, and/or Bilingual Education Endorsement;

    + Experience teaching ESL, SEI, TBE, Dual Language, or SLIFE

    + Demonstrates strong leadership and organizational skills;

    + BTU Member (Note: Managerial staff are not stipend-eligible because LAT-F duties would not fall outside of the employee’s regular job duties);

    + Preferred: At least one year teaching within the school community; and

    + Preferred: Working knowledge of the state and district and other federal policies that govern expected services for MLs in K-12 public education, Massachusetts Ch.71A, LOOK Act, and META Consent Decree.

    Stay informed of OMME updates and ML Guidance changes

     

    Attend required LAT-F Meetings

     

    Attend any Ellevation trainings (or asynchronous trainings)

     

    Stay current via LAT-F Google Classroom and Resource Central

     

    Read and remain up-to-date on ML updates from OMME and other departments on the monthly LAT-F newsletter.

     

    Share guidance and updates with school teams

     

    Advise school leaders on PD options for teachers of multilingual learners;

     

    Note: LAT-Fs will be added once their school’s leader has submitted the LAT-F selection form.

     

    Student Records

     

    + Maintain and assist other school-based staff in maintaining accurate records on Ellevation and appropriate storage of ML and FEL documentation throughout the year in accordance with OMME guidance;

    + Input ESL services into Aspen BOY, MOY, and for new students on an on-going basis per CAO-05 Services for Multilingual Learner Students (https://docs.google.com/document/d/14hmqDieAW3W7lJY-cd3LR6\_SfY6wSCtQN7wnIM0HMB4/edit#heading=h.5urghqw0nn73) (Note: Updated Superintendent Circulars for SY25-26 will be released October 31, 2025) and support your OMME liaison in explaining any reasons of non-compliance during the fall, winter, and spring compliance reports.

    + Review and manage student ML status eligibility to ensure that students are appropriately identified, leveled, and assigned to appropriate programs in order to receive appropriate services, and, if needed, submit EL Code Change Requests (EL-CCR) (https://docs.google.com/forms/d/e/1FAIpQLScUnhf4m0CMBeTtKKMI3zVu2hGIj6iKuHmdbs0BoRBOKfe7VQ/viewform) for students whose status needs corrections throughout the year in alignment with OMME policy/guidance;

    + Send home parent / guardian notices, including Initial Parental Notification Letters for all students identified as MLs at the school site, ACCESS Parent Report and Letter, etc;

    + Collate MCAS and ACCESS accommodations for MLs and/or FELs and coordinate with the MCAS test administrator and ACCESS test coordinator to document them in the ELD folder, WIDA AMS, Aspen; and

    + Facilitate the service delivery determination (SDD) process for every ML at their school; working with teachers to collect progress data and determine the educationally appropriate SDD for all ELs at their school in the spring of 2025.

    + Throughout the year, collect progress data on ML students that can be used, in addition to the ACCESS scores and educator feedback, to determine the ML student’s SDD in the spring.

    + Facilitate completion of EL Progress Reports and send them home as needed

     

    Implement and Disseminate Guidance on ML Services and Rights

     

    + Act as a liaison between OMME and school leadership in order to support the effective implementation of the school’s Multilingual Learner programming, including: BPS SEI Language Programs (Spanish, Haitian Creole, Chinese, Cape Verdean Creole, Vietnamese or Multilingual); Dual Language; SLIFE; Transitional and other Bilingual Education, Inclusive SEI in General Ed and/or Other Classroom Settings with ESL;

    + Help facilitate meetings with teachers, administrators and parents regarding the implementation of Multilingual Learner services;

    + Provide guidance and support to school leadership in regards to scheduling of Multilingual Learner services in accordance with Boston Public Schools established policies and expectations as outlined per the Superintendent Circular CAO-05 Services for Multilingual Learner Students and other state and district policy documents; and

    + Coordinate with COSE to:

    + hold at least one joint planning meeting to discuss ML services and processes;

    + complete the Student Data Checklist form for all MLSWD; and,

    + gather information on ESL service modifications and assessment accommodations, as appropriate, to be reflected in EdPlan for each student.

    + In collaboration with COSE, ensure that MLWD students have an ESL representative present at their IEP meetings including, as necessary, attending on behalf of the student’s ESL teacher if they are unavailable.

     

    Student Language Development Assessment

     

    + Help administrators and ACCESS test coordinator(s) organize the participation of all ML students in ACCESS testing;

    + Facilitate the administration of DESE Pre-K Identification Screening Tool for K0/K1 students and input assessment results into ELLevation

    + Facilitate the administration of WIDA Kindergarten Screener and input assessment results into Aspen.

    + Collaborate with other teachers in examining assessment data to inform ML student instruction.

     

    Monitoring Procedures

     

    + Assist school leader in establishing monitoring procedures for progress monitoring of FEL (Former ML) and Opt-Out students by:

    + Disseminating Monitoring Guidance to all teachers assigned these categories of students at the beginning of each year;

    + Assist as needed in the scheduling and attendance of required monitoring meetings for qualifying students;

    + Record monitoring meeting data in Ellevation and assist other teachers in recording monitoring meeting data in Ellevation for qualifying students; and

    + Assist administrators in following up on the actions taken for students who are not making progress in English, including following the process for the reinstatement of ELE services for FELs.

     

    LOOK Act Benchmarks Monitoring

    Assist school leader in establishing procedures for progress monitoring of MLs not meeting English Proficiency Benchmarks by:

    + Disseminating the Benchmark Individualized Learning Plan (ILP) to all teachers assigned these categories of students at the beginning of each year;

    + Assisting ESL teachers in creating and storing Individualized Learning Plans (ILPs) in Ellevation (where applicable)

    + Assisting ESL teachers in following up on student progress towards completion of ILP goal

    + Fall

    + Winter

    + Spring

    + NOTE: Exact dates and guidance TBD

    + Assist in reporting the results of students who are not meeting benchmark targets to OMME;

    + Assist administrators in following up on the actions taken for students who are not meeting benchmark targets in English; and

    + Ensure ILPs are appropriately stored in Ellevation.

     

    Leads the Language Assessment Team (LAT)

     

    + Lead the school’s Language Assessment Team (LAT)—a group of designated staff responsible for identifying, supporting, and monitoring Multilingual Learners (MLs) both ELD levels 1–4 and Former ELs (FELs) in their 4-year federal monitoring period.

    + LAT membership may vary based on student needs and should include staff who work closely with the student, such as:

    + ESL teacher

    + Core content teacher

    + Guidance counselor, psychologist, or service provider (if applicable)

    + Special education staff (if applicable)

    + School leader

     

    Other

     

    + Advise school leader on appropriate Title I expenditures for multilingual learners in accordance with federal META consent decree.

    + Complete the OMME End of Year Checklist for your school.

    Elementary School Compensation:

    I n accordance with the BTU Collective Bargaining Agreement, the Language Acquisition Team Facilitator (LATF) at all schools at the elementary level shall be granted an extracurricular payment of $1,030 per every 25 ELs at their school, including K0 and K1 during the SY25-26 at their school to complete Language Assessment Team related duties. The elementary LAT-F stipend is dependent on the number of Multilingual Learners enrolled at the LAT-F’s school according to the October SIMS Report.

    Please Note: For schools with over 150 MLs or K-8 schools, OMME recommends schools identify two (2) LAT-Fs: one for grades K to 5 and another for grades 6 to 8 due to the nature of the workload. The stipend amount will be split based on the number of LATFs the school has, as determined by the school leader. However, if only 1 LAT-F is identified, the single LAT-F will receive the entirety of the stipend amount.

    Note: LAT-Fs are paid for active time in the role. If out on leave, you will be prorated for your time in the role. Please work with your SL to identify someone else to fulfill the role and responsibilities if you are anticipating being on leave, and the stipend will be split between you.

    Secondary School Compensation:

    Per the BTU Collective Bargaining Agreement, in lieu of a stipend , at the middle and high school levels, the LAT-F shall be allowed two administrative periods per week to perform the LAT-F duties.
