York College, founded in 1966, is a center of academic excellence in the heart of Jamaica, Queens. The College’s 50-acre campus encompasses seven buildings, including science and computer labs, music and television studios, a Performing Arts Center, and a Health and Physical Education Center. The College recently completed seven major construction projects, with more scheduled for the future. In addition, its neighborhood is at the center of a renaissance fueled by economic revitalization.

Reporting to the AVP, Planning & Budget, the Budget Manager is responsible for monitoring and analyzing the college's expenditures, managing the production of financial reports, and assisting in the planning and management of the annual budget.
The Budget Manager is responsible for the following, but not limited to:
+ Actively contributes in the preparation and development of the college financial plan.
+ Assist in developing analytical models of college expenditures, compares and analyzes actual expenses versus budgeted amounts, and maintains and develops new management reports using various report writing tools.
+ Monitor the budget allocations scheduled to the college and allocations within the college.
+ Evaluate the fiscal impact of college programs and initiatives; identify operational issues with budgetary implications and recommend solutions.
+ Prepares financial reports, and develops/updates budget models to forecast multi-year financial performance.
+ Build strong working relationships with department heads and senior managers; provide guidance in preparing and monitoring budgets for special allocations (e.g., Technology Fees, College Now, ASAP).
+ Develop and prepare budget projections, allocations, financial statements and statistical reports.
+ Support the annual budget planning process to ensure alignment with institutional priorities.
+ Provide administrative support for various financial accounts, including payment processing and revenue tracking.
+ Estimate the fiscal effects of management decisions and local, state, or federal policy changes; assess potential impacts of legislative and budgetary proposals.
+ Assist in the development and implementation of budgeting policies and procedures; serve as a liaison to the campus community for interpretation of university-wide financial policies.
QUALIFICATIONS
Bachelor's Degree and six years' related experience required.
+ Demonstrated experience in financial analysis, modeling, and reporting.
+ Proficient in Excel functions and tools, including VLOOKUP, PivotTables, data validation, conditional formatting, and advanced formulas, with strong ability to analyze and present data effectively.
+ Strong organizational skills with emphasis on detail and follow-up.
+ Excellent oral and written communication skills.
+ Demonstrated proactive approach and self-initiative.
+ Ability to work independently and collaboratively.
+ Creativity and independent problem-solving skills.
Preferred Qualifications:
+ Bachelor's degree in Finance, Business Administration or related field preferred.
+ Master's Degree preferred.
+ Experience in higher education highly desirable.

- Prepares guidelines, funding formulas, and models for the annual budget
- Supports strategic planning activities; assesses outcomes and makes recommendations regarding resource allocations.

- May hire, supervise, and train budget and/or clerical staff.

$105,816 - $118,070 - Salary commensurate with education and experience.
