    Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), State and Population Health Group (SPHG). As a Contracting Officer Representative, GS-1101-13, you will perform a variety of complex assignments related to acquisition policy, including contract representation and oversight. Responsibilities Prepare contract documents and advise other CORs on changes to organizational policies and provisions that affect the preparation of contract documents. Develop, select, adapt, and employ qualitative/quantitative methods, procedures, and systems for assessing the efficiency and effectiveness of research and evaluation contracts, contract policies, and contract practices and procedures. Identify and analyze issues, problems, and challenges facing CMMI's portfolio of research and evaluation contracts. Serve as a Contracting Officer Representative (COR) Level III on multimillion-dollar research and evaluation contracts, and/or task orders. In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Managing acquisition-related projects through all phases of the contract lifecycle (i.e. new procurement solicitation and selection activities, providing day-to-day contract administration support, closeout, etc.); AND 2) Analyzing problems related to contractual issues and recommending corrective actions; AND 3) Conducting analysis or studies to ensure compliance with operational goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The incumbent is required to obtain and maintain a COR III certification. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
