GENERAL DESCRIPTION:
The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk management and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. With over $5 billion dollars of spend under management, the State Purchasing Division, is tasked with managing the development of the state procurement policies, strategic sourcing for state entities and ensuring that procurement professionals are both educated and compliant with current regulations.
The Manager of Agency Sourcing Group – IT will manage a team of procurement professionals focused on leading the State’s most complex information technology procurements. Guiding procurement projects of high strategic value, this position will work regularly with senior leadership within the State. This position will facilitate discussions between agency heads, IT leadership, and end users to ensure that contracts for IT solutions and services meet business needs and support a smooth implementation process. Additionally, the Manager of Agency Sourcing Group – IT will be responsible for assisting in initiating a shared service model for procurement. The shared service model will be responsible for overseeing procurements and contracts for state entities. This manager level position will report to the Director of Agency Sourcing and ensure that agencies are receiving the enterprise leadership expected of DOAS staff.
Job Responsibilities:
• Recruit, develop and manage team members to support a wide range of complex IT procurement activities
• Foster relationships with agency executives to proactively identify areas for DOAS support in procurement activities
• Assist state agencies with complex IT procurements by scoping requirements, establishing governance structure and providing guidance throughout the sourcing and supplier maintenance process
• Facilitate cross-agency work sessions to ensure solicitations capture both business and technical requirements, leading to effective supplier selection and implementation.
• Research and provide guidance on relevant IT products, suppliers and solicitation strategies · Assist and support Georgia Emergency Management Agency (GEMA) with procurement activities during declared emergencies if State Purchasing is activated.
Required Knowledge, Skills, and Abilities
• Expert knowledge of IT procurement practices, processes and support systems
• Demonstrated project management and/or change management abilities
• Strong oral, written communication and presentation skills
• Ability to work cooperatively and persuasively with external and internal leadership
• Understanding of IT industry categories, supply markets and technology products/services
• Experience scoping, evaluating, and managing large and complex IT procurement initiatives
• Intermediate to advanced level proficiency in Microsoft Word and Excel
This position may require some travel.
Completion of a pre-employment background check is required.

MINIMUM ENTRY QUALIFICATIONS:
Bachelor's degree in relevant field from an accredited college or university and eight years of experience in purchasing/contracts or procurement sourcing, three years of which as a manager
OR Three years of experience at the lower level Mgr 2, Purchasing/Inventory (FEM051) or position equivalent

**Note: Some positions require Georgia Procurement Manual area specific certification(s).
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:
• Three years leading procurement activities for large and diverse private or public organization
• Master of Business Administration (MBA) or Public Administration (MPA) from accredited institution
• Prior procurement leadership experience with a State of Georgia agency or entity
• Experience with Team Georgia Marketplace and/or PeopleSoft Financials or Jaggaer
• Working knowledge of agencies, university system and public procurement
• Experience with Lean, Six-Sigma and/or Agile implementation and management
• Relevant procurement or training certification such as a Certified Public Purchasing Officer (CPPO) or a Certified Purchasing Manager (CPM)
Experience in the application of modern procurement techniques such as the “7 step methodology” and project management of complex solicitations with multiple constituents.
