    Summary You will serve as a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT) in the FLEET CIVILIAN PERSONNEL PROGRAMS BRANCH of COMMANDER US FLEET FORCES COMMAND. Responsibilities You will serve as the technical expert for planning and aligning workforce development programs with USFFC's Strategic Human Capital Plan (SHCP) and the Department of the Navy’s (DON) and Department of Defense’s (DoD) human capital frameworks. You will work collaboratively with stakeholders across USFFC's subordinate Echelon III commands to ensure workforce development efforts are responsive to evolving operational demands and aligned with succession planning objectives. You will design, develop, and execute civilian workforce development programs that address enterprise readiness, talent mobility, and employee lifecycle needs. You will provide technical oversight and process guidance to Echelon III training officers and development coordinators across the USFFC enterprise. You will facilitate cross-functional collaboration with internal stakeholders to embed training and development into broader organizational strategies You will design and administer surveys, pre/post assessments, and behavioral outcome instruments to measure knowledge transfer, performance application, and organizational impact. You will ensure workforce development programs and operations adhere to all applicable federal, DoD, and DON policies and regulations. You will lead and facilitate USFFC-wide civilian development working groups and task forces. Requirements Conditions of Employment Qualifications To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting organizational needs assessments to identify skill gaps, training requirements, and succession planning opportunities to support mission readiness. Experience designing and implementing workforce development programs that include mentoring, coaching, career mapping, and leadership development initiatives. Experience utilizing data analytics and workforce metrics to evaluate program effectiveness, identify trends, and present actionable recommendations to executive stakeholders. Experience interpreting and applying federal policies and guidelines, including OPM directives and DoD instructions, to ensure workforce development programs align with legal and regulatory requirements. Experience leading cross-functional teams or working groups to address workforce challenges, develop enterprise solutions, and drive continuous improvement in talent development processes. Experience administering and supporting Learning Management Systems (LMS), including entering training records, troubleshooting user issues, generating reports, and ensuring data integrity across systems such as TWMS, FLTMPS, and Waypoints.
