POSITION DETAILS
Bronx Community College is located on a tranquil, 44-acre historic campus in the University Heights section of the Bronx, one of the five vibrant boroughs of New York City. Established in 1957 and relocated to its current location in 1973, the College currently serves about 8,000 students and employs more than 900 full time employees. The College is seeking a dynamic, experienced human resources professional to partner in and implement a strategic redesign of the College’s human capital systems and services that will efficiently support the College’s strategic goals while fostering a climate reflective of the College’s core values of respect, integrity, collaboration, innovation, quality and sustainability.
Reporting to the Executive Director for Human Resources, the Deputy Director serves as a senior member of the Human Resources Department. The Deputy Director contributes to the mission and development of the Human Resources Department as a model for professional competency, teamwork, accuracy, efficiency and innovation. The Deputy Director will be responsible for managing a wide range of areas under the direction of the Executive Director, including but not limited to, recruitment, compensation, onboarding and off boarding, performance evaluation, human resource information systems, time and leave, benefits, payroll, and administration/implementation of Bronx Community College and the City University of New York policies, procedures and programs.
Duties include (but are not limited to):
• In collaboration with the Executive Director of Human Resources, overseas the daily operations of the HR office.
• Establish effective working relationships with management, faculty, staff and union representative throughout the College. Collaborates with the College’s Legal Counsel and Labor Designee and the Chief Diversity Officer and confers with Vice Presidents, Deans, Directors and Department Chairs on personnel.
• Works closely with the Chief Diversity Officer, Provost, Deans, Vice President and Department Heads to provide guidance on recruitment, classification, and compensation matters.
• Lead in the administration and enforcement of collective bargaining and labor relations practices for the College’s classified civil service unions and provide contract and policy interpretation to supervisors and employees.
• Direct and lead staff in the management and maintenance of personnel actions for all employees from onboarding to separation.
• In the absence of the Executive Director, the Deputy Director will assume full responsibility for the leadership of all Human Resources functions including but not limited to Benefits, Employment, Recruitment, Staff Development, Contract Administration, Employee Relations, HRIS and Compensation.
• Perform frequent review and audit of reports and database generated through CUNY enterprise software (CUNYFirst) system and other databases to ensure accuracy of employee and organizational data and efficient processing of actions using these systems.
• Assist the Executive Director with special assignments and other tasks as directed.
QUALIFICATIONS
Bachelor's Degree and eight years' related experience required.
Preferred Qualifications
• An earned Master's Degree from an accredited institution in Human Resources Management.
• Excellent analytical, collaborative, and a high degree of emotional intelligence experience in dealing with sensitive, complex issues.
• Progressive and significant experience in developing, interpreting, and implementing HR policies, procedures and regulations, preferably in a large, multi-cultural and diverse higher education institution.
• Extensive experience working in a unionized environment.
• Superior change management, technology and communication skills.
• Solid experience in HRIS systems, preferably Oracle/PeopleSoft.
• Ability to align HR practices with HRIS systems.
• Excellent interpersonal, oral and written communication skills are essential.
• Experience in a higher education setting working with marginalized communities.

Collaborates with campus or unit management to provide human resources leadership and to support related operations.
- Directs human resources processes such as employment, benefits administration, recruitment and performance management
- Manages staff responsible for providing employee services in the Human Resources office
- Works with senior management in Human Resources, Labor Relations, and other areas to plan Human Resources strategies and programs; develops new Human Resources tools and programs to support management goals
- Interprets regulations and policies of all kinds related to Human Resources, and advises senior executives and managers; reviews policies and procedures for improvement, and develops revisions
- Ensures the integrity of Human Resources data, systems, records, and files
- Independently researches sensitive Human Resources issues and assists executive management in their responses
- Performs related duties as assigned.

Salary range $91,878- $141,643; Salary commensurate with education and experience.
