Summary The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Environmental Assets Section. Responsibilities Plans, organizes, and directs the activities of Environmental Assets Section, ensuring that the environmental program areas assigned comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Environmental Assets with a variety of installation and functional area organizations. Responsible for executing and providing advisory services for all environmental asset programs in-house and by contract, to comply with applicable Federal, state, and local environmental laws and policies. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: GS-0401 Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. GS-0819: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. GS-1301: Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes developing goals and objectives that integrate organization and Environmental Asset objectives. Knowledge of researches, interprets, analyzes and applies Archaeological Resources Protection Act, National Historic Preservation Act, Antiquities Act, Native American Graves Protection and Repatriation Act (NAGRPA), National Environmental Policy Act (NEPA), Environmental Impact Analysis Process (EIAP), Sikes Act, Freshwater Wetlands Act, Endangered Species Act, Migratory Bird Treaty Act, Environmental Management System (EMS), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), Federal Lands Management Act, Fish and Wildlife Conservation Act , Wildfire standards from NFES and NFPA, Wild and Scenic Rivers Act, Clean Water Act (CWA), and regulations of The Pinelands Commission (which are only applicable to southern New Jersey), other associated environmental regulations, Air Force, Army and Navy policies and instructions and executive orders. Plans and schedules for work in a manner that promotes smooth flow and even distribution. Coordinates plans and schedules with others organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such as the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing; via a formal briefing or in a public speaking forum and to develop concise written technical information appropriate for both AF wing level briefings as well as briefings to outside agencies. 5. Ability to provide technical environmental resource and cultural resource expertise to subordinates as needed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
