Summary This position is located in Yosemite National Park, in the Facility Management Division, Utilities Branch. Responsibilities You will be directly responsible for supervising the operation and maintenance of all water and wastewater treatment plants and systems, collection and distribution systems including sewage lift stations and booster pump station, sewage vaults and septic tanks with leach fields, and RV dump stations located in the Yosemite Valley District. MAJOR DUTIES include, but are not limited to, the following: Preparing and tracking annual operating budget using AFS, FBMS, and FMSS. Preparing cost estimates, completion reports, sketches, material and equipment lists. Scheduling repair/rehabilitation projects, construction projects, cyclic maintenance, and major repairs to utility systems. Prepares contract correspondence, spec writing, pay estimates completion reports and documentation of work progress. Plans and schedules work assignments and shifts. Writes position descriptions, develops KSAs, and rating criteria for vacancies. Participates in all aspects of hiring process and personnel actions. Manages subordinate staff including establishing performance standards and performing employee performance appraisals; planning leave schedules, counseling, terminations, furloughs, investigating complaints and grievances. Recommends employees for awards, training, promotions, reassignments, etc. Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000-foot-high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Must possess California state certifications for Water Distribution Grade I and Water Treatment Grade 2 at time of application, or the ability to transfer out of state certifications to California within 6 months. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Physical Demands: The work may involve sitting, bending, kneeling, twisting, awkward positions, standing, walking on uneven surfaces, and occasional lifting of objects of up to 50 lbs. in weight. Working Conditions: Work is performed outdoors, often under adverse weather conditions during inclement weather or for emergency response. Temperatures range from -1 degree F to over 100 degrees F. Work may require hiking in a mountainous area (elevations above 7,500 feet) over a rough and uneven terrain with backpack/tools up to several miles in a day. Outside work may involve hiking up to 3 miles daily to access off-roadway work sites. Incumbent is subject to bums, strain, electrical shock, loud noises; hazardous materials including acids, alkalines, flammable materials, lead, asbestos while working. Incumbent follows prescribed safety practices and uses safety equipment such as safety glasses, face shield, gloves, hard-toe shoes, chaps, fall protection. respiratory protection, and protective clothing. Some of these safety items may be uncomfortable to wear and may be worn for or used for extended long periods of time. Incumbent may be required to participate in a respiratory protection program with medical monitoring. This is not a drug and/or alcohol testing designated position; however, all Federal government employees are subject to reasonable suspicion testing as appropriate. Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
