    This is a GRANT FUNDED position.

     

    The Georgia Department of Driver Services (DDS), CDL Programs Unit , is seeking a qualified candidate for the position of Safety and Compliance Specialist within its CDL Unit.

     

    Under limited supervision, the incumbent will be responsible for all facets of the training program for the initial and ongoing certification of Commercial Vehicle Driver Training School Owners and Instructors, as well as State and Third-Party Commercial Driver’s License (CDL) Examiners throughout the State of Georgia.

    The incumbent will:

    • Develop engaging and effective CDL training curricula for adult learners

    • Lead a team of Safety and Compliance Specialists to deliver training to CDL schools, instructors, third-party testers (TPT), and third-party examiners

    • Conduct a needs assessment for TPTs and CDL Schools that require targeted attention to meet testing and training requirements

    • Evaluate, track and administer third-party and state examiner refresher training as required within federal rule

    • Assess the effectiveness of current training for potential for process improvement

    • Monitor and report progress toward grant requirements

    • Audit and monitor all CDL-regulated programs, instructors, and examiners within their area of assignment to ensure compliance with federal regulations, agency rules and state law

    • Interpret and maintain knowledge of state, federal, and other Commercial Driver’s License rules and regulations Respond to management and customer inquiries in a professional and timely manner in accordance with the core values of DDS

    • Investigate customer complaints, present findings to management, and make recommendations on the most appropriate course of action

    • Serve on task teams and workgroups

    • Develop strong partnerships between the Division and its internal and external business partners

    • Assist with training events, certifications classes, and community outreach efforts

    • Compile various weekly, monthly, and quarterly reports

    Demonstrated competencies needed to successfully perform this job include:

    • Demonstrated record of delivering training for adult learners

    • Excellent verbal and written communication skills

    • Intermediate skills in Microsoft Office Word, Excel and PowerPoint

    • Ability to independently research and analyze information and draw logical inferences and conclusions

    • Ability to multi-task and meet strict deadlines in a fast-paced environment

    • Ability to maintain strict confidentiality

    • Ability to make decisions with limited supervision

    • Ability to interpret federal and state laws, rules, and regulations and guidelines

    • Experience inspecting materials for compliance

    • Demonstrated record of dependable work attendance

    Minimum Qualifications:

    High school diploma/GED and three (3) years of job-related experience; or one (1) year of experience required at the lower-level Safety & Compliance Spec 2 (RCP011) or position equivalent.

    Note: Some positions may require certification and/or licensure.

     

    Note: Related experience may include but is not limited to: State Driver's License Examiner, CDL Examiner, CDL Instructor, Law Enforcement Officer, Military Veteran, Educators, Trainers, etc.

    Preferred Qualifications: Preference will be given to those applicants who, in addition to meeting the minimum qualifications, possess three (3) or more of the following:

    • Associates degree in related fields such as business, public administration, occupational safety, and one (1) year of related experience interpreting and applying state laws, rules, and regulations in order to determine whether an applicant meets certain statutory requirements to hold a particular government-regulated credential, certification, or license.

    • Georgia Class A CDL or Class B CDL with P and S endorsements

    • One (1) year of experience driving a commercial motor vehicle as defined in 49 CFR 390.5 “Commercial motor vehicle”

    • Two (2 years) of prior knowledge of State and Federal Commercial Driver’s License Regulations

    • Two (2) years of experience at the lower-level Safety & Compliance Spec 2 (RCP011) or position equivalent.

     

    Conditions of Employment: Employees in this position are required to travel in-state. Week-long, overnight travel is also required. The selected candidate must possess a valid driver’s license and have the ability to travel statewide. Selected applicants must also be able to physically maneuver commercial vehicles of all types to conduct vehicle inspections. This position may also involve bending, lifting, performing outdoor activities, working in inclement weather, and working on holidays, as well as around moving vehicles. This position may also require driving and fueling commercial vehicles. Upon acceptance of the position, the selected applicant will be required to possess a minimum of a Class A CDL with a P & S endorsement within twelve (12) months of hire
