POSITION GENERAL SUMMARY
This position performs specialized and general human resources activities with a strong emphasis on employee relations, employee engagement, and retention. Responsibilities include consulting, coaching, training, policy development, compliance with employment laws, and performance management. Serves as a liaison between employees, supervisors, and leadership to foster a positive workplace culture, reduce risk, and support organizational goals.
DISTINGUISHING FEATURES OF THE CLASS:
The Human Resources Consultant operates under the supervision of the Human Resources Manager, providing consultation and guidance on employee relations using sound judgment, established policies, and HR best practices.
The Senior Human Resources Consultant is distinguished by a higher level of independence, subject-matter expertise, and leadership. A Senior Consultant applies advanced knowledge to resolve complex or precedent-setting employee relations issues, serves as a strategic partner to leadership, leads major HR initiatives, and mentors other HR staff.
Essential Functions
HR Consultant
+ Serves as a liaison consultant to assigned elected offices and departments handling various HR needs and providing consultation on employee relations matters including performance management, policy interpretation, disciplinary action, and conflict resolution;
+ Advises and trains managers and supervisors on effective employee supervision, disciplinary actions, documentation practices, and performance improvement plans;
+ Interprets and explains HR policies, procedures, and employment regulations to employees and managers;
+ Prepares reports, correspondence, and documentation related to employee relations matters;
+ Reviews HR documentation such as disciplinary actions and personnel actions for accuracy, consistency and compliance;
+ Facilitates the exit interview process, including administration of online surveys; conducts in-person exit interviews upon request; analyzes data to identify retention trends, summarizes findings, and partners with appropriate staff to implement innovative solutions to improve employee engagement and reduce turnover;
+ Identifies departmental training needs and supports the development or coordination of training in areas such as respectful workplace practices, communication, supervision, and performance management;
+ Provides support with recruiting efforts, interview panels, and pre-employment processes;
+ Receives and responds to employee concerns, including respectful workplace matters; evaluates and consults with appropriate staff for resolution options;
+ Assists in developing, revising, and implementing HR policies and procedures to ensure compliance and alignment with organizational goals;
+ Partners with appropriate HR staff regarding various functions such as FMLA, ADA, workers’ compensation, employee leaves, and related compliance; collaborates with other HR staff on strategic projects related to employee engagement, compliance, and process improvement;
+ Assists in responding to EEOC and IHRC charges in coordination with HR senior consultants, leadership, and county legal counsel;
+ Provides input into short- and long-term human resources and employee relations goals and strategies;
+ Develops and delivers HR-related training to employees and managers;
+ May serve as liaison between Human Resources and departments for support in organizational development, change management, talent development, and workforce planning;
HR Consultant, Sr.
+ Performs the essential functions of HR Consultant;
+ Serves as a lead resource and/or mentor for HR Consultants and other HR staff as requested and/or assigned;
+ Applies advanced subject-matter expertise to resolve complex or high-risk employee relations issues and workplace investigations;
+ Advises on precedent-setting HR matters, interpreting compliance guidelines and policies where limited guidance exists;
+ Leads or serves as project manager on HR workloads;
+ Develops and implements innovative HR solutions and strategies to address organizational challenges, with limited supervision;
+ Serves as a strategic partner with leadership to influence culture, engagement, and retention initiatives;
+ Leads the design and delivery of enterprise-wide training and organizational development programs;
+ Provides expert consultation in conflict management, negotiation, and mediation of workplace disputes;
+ Partners with leadership and appropriate staff on workforce and succession planning, including assessing organizational needs, identifying talent pipelines, and advising on recruitment and development strategies for a wide range of positions up to and including executive-level positions;
+ Drafts, reviews, and presents complex reports and recommendations to senior leadership and external agencies;
+ Researches and implements best practices in human resources management, ensuring compliance with evolving laws and regulations;
+ Makes recommendations to direct manager and department director on human resources related requests.
ADDITIONAL FUNCTIONS:
+ Runs ad-hoc reports and analyzes workforce data related to employee relations, turnover, performance, and retention.
+ Reviews department documents for compliance with Equal Employment Opportunity and related compliance standards.
+ May participate in or lead special projects, audits, or enterprise-level policy reviews.
+ Performs related duties as required.
Job Requirements
HR Consultant
+ Bachelor’s degree in Human Resource Management, Business Administration, or a related field and three (3) years of progressively responsible experience in Human Resources; OR a Master’s degree and two (2) years of experience;
+ Professional certification (PHR, SHRM-CP or higher) preferred;
+ Knowledge of employee relations principles, performance management, and workplace investigations;
+ Strong understanding of employment laws and regulations, including FMLA, ADAAA, FLSA, Title VII, EEO;
+ Skill in conflict management techniques and facilitating resolution of workplace issues;
+ Proficiency in Microsoft Office Suite and experience with HRIS and Learning Management Systems (LMS) preferred;
+ Excellent communication and interpersonal skills with the ability to manage sensitive conversations and maintain confidentiality;
+ Ability to analyze and interpret data to inform decision-making and present findings clearly;
+ Strong organizational, critical thinking, and problem-solving skills;
+ Ability to work independently and collaboratively with staff, leadership, and external agencies.
HR Consultant, Sr.
+ In addition to the above;
+ Bachelor’s degree in Human Resource Management, Business Administration, or a related field and five (5) years of progressively responsible experience in Human Resources; OR a Master’s degree and four (4) years of experience;
+ Professional certification (SPHR or SHRM-SCP) strongly preferred;
+ Advanced knowledge of employee relations, employment law, and organizational development principles;
+ Skill in organizational and workforce succession planning, particularly for specialized, high-level and/or executive roles;
+ Skill in influencing and building strong partnerships with leaders in a strategic capacity;
+ Ability to design and deliver enterprise-wide training and development initiatives;
+ Skill in preparing comprehensive reports and recommendations for leadership and external agencies;
+ Ability to manage multiple projects, priorities, and stakeholders with competing deadlines;
+ Demonstrated ability to operate with independence and discretion, applying expertise to complex or precedent-setting issues.
OTHER REQUIREMENTS:
+ Must possess a valid driver’s license;
+ Ada County HR staff have access to county vehicle and may furnish their own transportation for conducting county business when necessary.
Work Environment & Physical Demands
+ Work is performed primarily in an office setting, and the employee is subject to inside environmental conditions;
+ Local travel is required to visit Ada County work sites across the county;
+ Requires sitting at a desk for extended periods, up to 8 hours per day;
+ May be required to lift and carry items weighing up to 20 lbs.;
+ Requires sufficient personal mobility and physical reflexes to function effectively in a general office environment and accomplish job-related tasks.
