Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste.

H2C seeks a senior level Employee Concerns Program Specialist. The Employee Concerns Program (ECP) provides employees and subcontract employees with an independent avenue to raise concerns related to environment, health, safety, quality, security, waste, fraud and abuse, working conditions, management, retaliation and other types of concerns outside of other existing programs. The ECP is designed to encourage a culture of open communication and ensure employees can raise concerns without fear of retaliation.
The Employee Concerns Program Specialist will be responsible for:
* Conducting comprehensive Employee Concerns related investigations consistent with company and applicable Department of Energy (DOE) orders, guides, regulations, and contract requirements.
* Providing an informed evaluation of risk of violations and non-compliances.
* Presenting clear, concise and factual reports that enable fair and relevant decisions to be made.
* Recommending proactive measures that will reduce the likelihood of similar incidents in the future.
* Contributing to and participating in the development of value-added Employee Concerns training programs.
The Senior Employee Concerns Program Specialist reports to and receives functional guidance and direction from the Employee Concerns Program Manager.
Job Responsibilities/Duties
* Conduct and manage investigations consistent with company and applicable DOE orders, guides, regulations, and contract requirements.
* Prepare ECP Investigation Summary Reports of findings and conclusions.
* Brief management including Senior Leadership on investigation results and make recommendations to management to help in the resolution of employee concerns.
* Manage case files within the ECP case management system.
* Develop leading indicators for employee concerns and monitor metrics and trends to improve processes and management of concerns.
* Identify continuous improvement opportunities for the ECP using formal and informal assessments.
* Develop and/or update Employee Concerns related training and facilitate training to employees.
* Answer internal inquiries about the ECP, educating employees and managers on the program.
* Assist in the development and implementation of ECP employee awareness initiatives to ensure employees remain informed and aware of the existence of the ECP.
* Promote a company culture that encourages open communication and raising concerns without fear of retaliation.
* Coordinate with other organizations and programs as applicable, including ESH&Q, Human Resources, Internal Audit, Legal, Ethics and Compliance, and Labor Relations.
* Perform other duties as assigned by the manager.
Required Qualifications
Grade 18:
Bachelors (BA/BS) degree from an accredited university or college in Business, Quality Assurance, Safety, Criminal Justice or other related field and eight (8) years related experience or an equivalent combination of education and experience.
Grade 19:
Bachelors (BA/BS) degree from an accredited university or college in Business, Quality Assurance, Safety, Criminal Justice or other related field and nine (9) years related experience or an equivalent combination of education and experience.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Grade 20:
Bachelors (BA/BS) degree from an accredited university or college in Business, Quality Assurance, Safety, Criminal Justice or other related field and ten (10) years related experience or an equivalent combination of education and experience.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.
Desired Qualifications
* Excellent written and oral communication skills.
* Demonstrated investigation experience, including interviewing and writing investigation reports.
* Ability to analyze and organize data and information to support investigation findings.
* Advanced knowledge of Microsoft Office Suite
* Knowledge of employee concerns disciplines (Quality, Safety, Health, Environmental, Waste-Fraud-Abuse, Security, and Reprisal.
* Experience working with bargaining unit employees.
* Knowledge of DOE customer's organization structures and functions applicable to the ECP.
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $106,663
Hiring Range Maximum: $162,688
