The Public Employees Retirement Association (PERA) administers and promotes sustainable retirement plans and provides services that our members value.
PERA is the largest public pension plan in the State of Minnesota, serving current and former public employees from 2,100 governmental agencies. We pay monthly benefits to over 140,000 retirees, members who are disabled, and survivors of deceased members. Our 200,000 active members work in our parks, cities, counties, and schools across the state. The services they provide and the work they do make our communities better.
PERA offers parking in an attached ramp at no cost to employees. While PERA receives some State aid, expenses such as benefits, payroll, and other administrative costs are funded by investment earnings and employer and employee contributions.
This position provides analytical and project planning development and evaluation support to the management team of the Account Information Management (AIM) division by analyzing the data, systems, and processes used to collect and manage information on over 250,000 public employees and by recommending and implementing changes in reports, systems, work flow, and operating practices.
The incumbent also analyzes operations of the Statewide Volunteer Firefighter (SVF) retirement plan to recommend and implement changes in reports, systems, and work flow.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and offers a hybrid work schedule which may include telework up to 50% of the scheduled workdays each month, based on agency and department needs and other dependencies. Scheduled in-office work days are at PERA’s office building in St. Paul, Minnesota.
Candidates located outside the state of Minnesota and more than 50 miles from PERA’s St. Paul office are not eligible to telework and would be required to report to the office full-time.
Minimum Qualifications

Two (2) years of technical, para-professional or professional experience with data collection and analysis experience
**OR** a Bachelor’s degree in Business Administration, Accounting or Finance and one (1) year of technical, para-professional or professional experience with demonstrated data collection and analysis experience.
Experience **must clearly** demonstrate the following:
+ Problem-solving skills to identify, track, and resolve data or project issues with limited direction
+ Knowledge of data analysis, statistical methods and other measurement techniques sufficient to compare and contrast data, locate and correct account transaction errors, and interpret data
+ Strong interpersonal and communication skills to discuss business requirements, facilitate meetings or conference calls, resolve conflicts, and both negotiate and influence others
+ Ability to document, report, and present project status and results
+ Time management sufficient to set priorities, multi-task, and meet deadlines.
+ Microsoft Office applications (Excel, Word, PowerPoint) sufficient to create charts and graphs, revise spreadsheets, design reports that convey information clearly, concisely, and effectively
Preferred Qualifications
+ Knowledge of process improvement methodologies sufficient to develop and implement changes to improve organizational effectiveness and communicate best practices for use
+ Experience sufficient to read and apply complex laws and procedures governing PERA employer reporting and membership eligibility requirements in order to apply the provisions in the performance of assigned duties and recommend solutions to procedural problems.
+ Experience in planning sufficiently to organize assignments or projects independently or with others, to establish goals and timetables, and to manage assigned work of high volumes and changing demands.
Physical Requirements
Requires occasional lifting (up to 15 pounds) and carrying of articles such as file folders, ledgers, and small office equipment. Must be able to complete daily repetitive motion type work such as data entry. Although a sedentary job is defined as one that involves sitting, a certain amount of movement is often necessary in carrying out job duties.
