Job Description
Position Summary
The Strategy & Innovation (S&I) Department oversees the Housing Authority’s Transformation effort and leads strategic planning work across the agency. The Transformation is a fundamental reshaping of how the Authority does business. We are restructuring, fixing processes, and building an Authority that can survive and serve hundreds of thousands of residents for decades to come. The Transformation Plan was issued in March 2021 and triggered a multi-year effort to implement.
The Senior Advisor will report directly to the Executive Vice President of Strategy & Innovation and will play an integral role across S&I’s full portfolio of projects, with a particular focus on long-term planning and strategy especially the agency’s five-and-ten year analysis on its long-term structural and staffing needs. This will require thorough analysis and evaluation of the agency’s long-term strategy and outlook including both day-to-day property management and real estate.
The selected candidate will manage end-to-end strategic projects and provide input to ongoing projects across the department and agency. Senior Advisor duties will include advising the EVP and CEO on policy decisions, managing end-to-end projects within the Transformation, working with cross-functional working groups on the agency’s biggest challenges, and providing ad hoc analytical and management support to any number of ongoing programs across the agency. Work product will include the development of written memos, presentations, and statistical analysis.
The Senior Advisor will work closely with S&I’s external partners, including the Federal Monitor, the US Attorney’s Office, HUD, resident leaders, labor leaders, elected officials, and housing advocates. The Advisor will speak for the agency before these parties on a regular basis. The selected candidate will also join the EVP at executive-level meetings where appropriate and will stand in and speak for the department and agency as needed.
In addition to the duties listed above, the Senior Advisor will have ample discretion to propose, develop, and lead new projects and programs that align with the agency’s mission and values.

Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position including eighteen months of experience in a managerial, consultative, administrative, or supervisory capacity; or
2. A satisfactory equivalent of education and/or experience.

Salary Min: $150,000.00
Salary Max: $187,716.00
