Summary The VA Long Beach Healthcare System is hiring a Health System Specialist (Credentialing & Privileging Analyst) assigned to the Medical Staff Office, under the Chief of Staff, responsible for administrative and technical direction and support to Credentialing and Privileging (C&P) operations. Incumbent applies analytical and evaluative methods and techniques for assessing the effectiveness, efficiency, and compliance of key program processes, making improvement recommendations to leadership. Responsibilities Total Rewards VA Benefits The Health System Specialist - Credentialing and Privileging Analyst is assigned to the Medical Staff Office, which is under the Chief of Staff at the VA Medical Center (VAMC) and is responsible for conducting analytical reviews, managing and tracking data, and serving as an advisor to VAMC leadership on key processes related to the Credentialing and Privileging (C&P) program of the VAMC. The C&P Analyst is aligned to and supervised by the C&P Manager. The incumbent applies analytical and evaluative methods and techniques for assessing the effectiveness, efficiency, and compliance of key program processes and makes recommendations to leadership for improving policies, processes, and procedures. Major duties include, but are not limited to: Implementing, maintaining, and updating of Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) monitoring systems in support of all divisions of the VAMC. Working collaboratively with VAMC leadership, healthcare providers, the C&P administrative specialists, and other administrative teams in managing the FPPE and the OPPE for the C&P Program. Analyzing clinical evaluation plans to assure that they meet standards and are thorough and appropriate to measure and document the clinical competence of the Licensed Independent Practitioner (LIP). Gathering, analyzing, documenting, and tracking program data from beginning to end ensuring program compliance. Lead consultant for the VAMC Report Card data related to the C&P Program. Identifying issues and recommending corrective actions to supervisor, VAMC leaders, or administrative support personnel as appropriate. Ensuring initiation, completion, and compliance of FPPE and OPPE clinical evaluations to include providing guidance and assistance in accordance with all requirements and standards. Reviewing and completing quarterly reports required by VA Central Office. Managing special projects for new program initiatives and requirements and process improvements and changes. Providing technical guidance and supports program leadership by conducting and analyzing healthcare provider industry studies. Performs other duties within the C&P program as assigned. Work Schedule: Monday-Friday; 8:00am-4:30pm Position Description Title/PD#: Health System Specialist - Credentialing and Privileging Anaylyst/PD99877S Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The Occupational Series 0671 includes an Individual Occupational Requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by OPM. Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Successful completion of an agency-sponsored on-the-job training program, it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR, you may qualify based on your specialized experience as described below: You may qualify based on your experience and/or education as described below: GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Applying credentialing rules, regulations, policies, procedures, and compliance requirements. Analyzing credentialing database systems and processes to achieve data integrity. Managing multiple databases, tasks and competing priorities. Communicating and working with staff at various managerial levels. Managing budgets and purchase transactions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one (1) full year of graduate level education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
