Duties Description Under the administrative direction of the Deputy Commissioner and Associate Commissioner for the Design and Construction Group, the incumbent is responsible for the overall management and administrative direction of the Division of Construction. The Division is responsible for the execution of construction projects to provide new or rehabilitated facilities for Client State Agencies. The Division is also responsible for emergency project response and bidding. The incumbent will establish and formulate policies, procedures and plans associated with the administration and direction of the Division of Construction and act as the chief liaison between construction clients, contractors, construction management firms and the other divisions of Design and Construction.The incumbent’s typical duties and responsibilities include:• Provide overall leadership and direction for all construction services undertaken by OGS D&C and is ultimately responsible for the overall work product produced by the Division of Construction.• Direct and oversee the various units of the Division of Construction providing professional and technical oversight to the top-level personnel in the Division.• Formulate and disseminate policy to employees of the Division of Construction; prepare recommendations on policy and procedural matters which affect other divisions in the Design and Construction Group or other State Agencies; and review proposed legislation for impact on the workload and daily functioning of the Division.• Coordinate the activities of the Division of Construction with the various other divisions of the Design and Construction Group to ensure the proper handling of client agency requirements. Consult daily with all unit heads and all other division directors to ensure regular communication and coordination of effort.• Regularly meet with client representatives to assist with program and capital planning efforts; to assist with the resolution of problems; and to gauge Division performance and identify improvement opportunities. • Provide overall direction for the selection and management of consultant CM firms • Direct and participate in the development of staffing plans and personnel assignment and re-assignment within the Division of Construction. Meet regularly with key stakeholders in order to ensure that critical vacancies are filled, and necessary personnel reassignments are made in order to complete program assignments on a timely basis. Actively participate in the performance assessment of all Division staff.• Develop and make recommendations regarding the budgetary and fiscal needs of the Division including technical input for the budget request for both personal service and non-personal service• Consult with others outside the Design and Construction Group and provide the necessary administrative direction to ensure that Design and Construction personnel develop and maintain expertise. Direct the development of training plans and individual development standards to ensure professional growth of staff • Act as a top-level special staff assistant for construction matters on behalf of D&C; represent the Deputy Commissioner in dealings with contracting community. • Develop effective strategy implementation processes for improvement of construction timeliness, cost containment, and quality product. • Exhibit a high degree of passion, integrity, hard work and professionalism in interacting with and leading members of the Division of Construction, and all others internal and external to Design & Construction.• Responsible for all dispute resolution in the Division of Construction as well as providing expert advice in the resolution of higher-level disputes.• Act as an organizational change agent demonstrating effective leadership, steering overall direction, philosophy, improvement initiatives and staffing allocation in conjunction with executive department of D&C.• Oversee and ensure the effectiveness of the Emergency contracting process including response, bidding and execution.• Stay abreast of the latest trends in the construction industry to ensure that the Division of Construction follows best practices and continuously improves • Ensure construction management, inspection and supervision policies and procedures address changing workloads and construction codes and laws, new construction technologies and materials and market conditions.• Direct and evaluate immediate as well as long range strategic planning and goals of the Division of Construction and implement modifications as needed.• Perform a full range of supervisory duties including work assignment, workload management, and performance management.• Other duties as assigned. Operational Needs:• Travel is required (approximately 40%). • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
Minimum Qualifications Professional Engineer's License or Architect's License and nine years of progressively responsible engineering or architectural experience of which at least four years must have included major full-time responsibility for the building construction inspection and supervision activities for a large public or private construction organization.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
