    Duties Description The incumbent will report to the Office of Emergency Management (OEM). Reporting to the Disaster Preparedness Program Representative (DPPR) 4, the DPPR 3 will oversee a team consisting of DPPR 2's and 1's and manage the new expanding programs transitioning to field operations. The DPPR 3 will also manage the implementation and maintenance of relationships with local level partners and facilitation of emergency response in their respective zone. Duties include, but are not limited to: • Supervise/represent NYS OEM zones at meetings, trainings, exercises, events, and field responses. • Administer homeland security programs in regional assignment.• Liaison with internal and external sources, including multiple State agencies, regional staff, and local governments to collect incident information. • Supervise the collection, evaluation, and dissemination of tactical information regarding emergency and non-emergency situations.• Analyze and review information, and supervise the presentation of the data for executive, field staff, and multiple agency situational reporting that includes conference calls, internal meetings, and briefings.• Assist in the coordination and management of expanding programs in the Field to include County Emergency Preparedness Assessment, Local Emergency Management Accreditation, Citizen Preparedness Corps, Local Emergency Planning Committees, and planning support for exercises across New York State.• Plan, organize, and conduct training for first responders. • Maintain, test, utilize, and operate assigned vehicle, and various communications and other miscellaneous equipment. • Coordinate and facilitate the delivery of emergency management related training.• Support day to day functions in the regional emergency operations center, as well as during times of emergency and disaster from the State Emergency Operations Center, State field offices and/or county/local deployments. • Coordinate and provide logistical support during State and local emergencies.• Consistently responds to requests for information and performs administrative duties as required.• Travel may be required, up to 50%.

     

    Minimum Qualifications NY HELPS To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Seven years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies. Substitutions with a degree in a related field** as listed below:• An associate degree in a related field can substitute for two years of specialized experience; • A bachelor's in a related field degree can substitute for four years of experience; • A master's degree in a related field can substitute for five years of experience; • A doctorate in a related field can substitute for six years of experience. **Specialized Degree Areas: Atmospheric Science, Business Administration, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, Sustainability Studies, System Safety and Security, or Urban or Regional Planning. REASSIGNMENT/TRANSFER Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 3 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as an Agency Emergency Management Coordinator and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: Employees on the Civil Service eligible list will be considered. If you are on the eligible list and not reachable, you may be eligible for another appointment method.     Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. This position is eligible for location pay of $2,000. ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
