    General Description

    This working supervisory position directs repair crews in the construction, repair, and maintenance in the water distribution grid system. Employees of this class supervise work crews, train new and less experienced workers, and advise higher level supervisory and technical staff on problems and progress of field activities. Work is performed independently under general supervision. Water grid work is performed outdoors in all weather conditions. Employees in this title may be assigned to work any shift, including weekends and holidays, and are required to respond to water system emergencies outside of scheduled work hours. Employees in this title may also supervise other public works crews within the Department. Related work is performed as required.

     

    Typical Work Activities

     

    + Supervises crews in the excavation, installation and repair of mains, valves, hydrants, services, and operation of various machinery and equipment of the water distribution system;

    + Directs crews in safety practices, such as excavation and shoring techniques, barricading of construction sites, controlling traffic, and proper use of safety equipment and protective clothing;

    + Completes work orders, indicating quantities of materials and types of equipment used, and hours worked by individual crew members;

    + Prepares reports as required, including those on accidents, describing causes, corrective actions taken, and recommends preventive measures;

    + Checks and approves time cards and leave requests;

    + Maintains and inspects equipment according to Bureau policy, and completes inspection reports as required;

    + Enforces employee work rules and safety policy, including implementing immediate corrective action of unsafe acts;

    + Conducts training sessions on safety topics, work procedures and City Department and Bureau policies.

    Minimum Qualifications

    + High school diploma* or G.E.D. AND:

    + Four (4) years of experience performing maintenance, repair, and construction tasks in a public water system, at least two (2) years of which must be involved specifically in a water distribution grid system. Experience must include the operation of heavy motor equipment used in construction, such as dump trucks, backhoes, track shovels, etc.

    SPECIAL REQUIREMENTS:

    Possession of a valid NY State Class B Operator's license at the time of appointment. This license must be maintained throughout employment in this title.

     

    *Candidates who expect to receive this degree or diploma by October 31, 2026, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.

     

    Exam Information

     

    Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.

     

    Water Distribution Systems and Fire Hydrants: These questions test for knowledge of the proper methods, materials, and equipment used in the installation, testing, repair, and operation of waterlines, fire hydrants, and related appurtenances, including trenching and safety practices.

     

    Mechanical Devices and Tools Used in Maintenance Work: These questions test for knowledge of general mechanical principles and for the ability to identify various types of hand tools and construction equipment and their proper use and maintenance.

     

    Understanding and Interpreting Technical Information and Construction and Site Plans: These questions test for the ability to read, analyze, and perform computations based on written technical presentations and technical drawings related to water and/or sewer line systems. All the information needed to answer the questions will be presented in the written material and/or drawings.

     

    Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

    Test Guide:

    + The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.

    + The Central Library of Rochester and Monroe County MAY have exam-related material, as well as, other branches. (i.e., CSEA Exam Preparation booklets)
