Summary You will serve as a PROGRAM MANAGER in the FIRE CONTROL & GUIDANCE BRANCH (SP23) of STRATEGIC SYSTEMS PROGRAMS. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will prepare and direct efforts to determine the requirements and technical specifications necessary to produce and qualify major upgrades/alterations to systems under the cognizance of the SP23 Fire Control Branch. You will conduct studies pertaining to the producibility and long-range support of existing components and proposed upgrades. You will predict the total ownership costs and life cycle support of proposed system upgrades. You will participate in studies of design, production, test and evaluation, and supply chain management to ensure the specifications economically balance SWS requirements and performance while meeting operational requirements and budgets. You will develop, analyze, develop, prioritize and defend budgets associated with assigned areas of responsibility. You will receive contract proposals and work requests for technical review and provide recommendations on the proposals to the Section Head. You will manage the entire supply chain for associated systems and integrate contractor and government lab activities in support of production cycles for multiple interrelated and interdependent alterations, Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing or overseeing lifecycle planning and management programs; conducting complex technical reviews; and directing efforts that determine technical/operational specifications for naval ship systems.
