    Job Details:

    The System Director, Emergency Management, EMS Outreach, Trauma Services reports to the Chief Operating Officer and has system responsibility and oversite for all EMS Outreach, Trauma and Emergency Management preparation, response and return to routine functioning. Leads day-to-day operations of emergency management program through effective planning, coordinating, prioritizing, and evaluating of operational activities. Assesses the overall effectiveness of the incident command operations and implements strategies for continuous improvement. Develops, organizes, and directs the Systems Emergency Management Programs with the goal of maintaining emergency operational capabilities that mitigate, prepare for, respond to, and recover from any emergency or disaster.

    Responsibilities:

    + Directs and oversees a collaborative relationship with EMS, trauma, emergency response, and public safety agencies serving all System facilities.

    + Works to resolve any identified issues between EMS providers and the hospitals.

    + Represents health system at various functions, including meetings, dinners, and events.

    + Monitors communications with external agencies to address concerns and/or issues that arise.

    + Directs and oversees the planning and presentation of ongoing continuing medical education (CME) classes and educational events, including mandatory training for all system facilities staff and EMS personnel.

    + Assures all regulatory credits are procured and participates in large-scale outreach events as directed.

    + Oversees ambulance arrival statistics and identifies trends for acute care facilities.

    + Maintains and updates all emergency preparedness plans and procedures to meet regulatory requirements and assists system colleagues in doing the same.

    + Sets operational and financial performance goals and leads the coordination and development of the departmental budget; assists in the justification, development, and allocation of fiscal resources related to emergency preparedness activities.

    + Manages emergency all system NYS DOH preparedness grants, as appropriate.

    + Participates in multiple regulatory coordinating councils and committees (local, regional, and state levels) to keep informed and updated on potential changes.

    + Provides guidance, leadership, and consultation before, during, and after emergencies to ensure minimal impact to facility operations.

    + Develops and implements improvement plan reports as required.

    + Maintains and updates multiple databases such as Alert Find, NYS DOH HPN Accounts, Physician electronic death certification and Incident Command training.

    + Participates in the New Employee Orientation and annual mandatory education to educate staff on Emergency Preparedness.

    + Directs oversite and leads administrative functions for trauma services staff (Managers and Coordinators) and interacts with other departments including stroke, and cardiac services to promote relationships with the EMS community system wide.

    + Maintains inventory of equipment and supplies that may be required during an emergency.

    + Provides on-call administrative and leadership support to facility leadership and Incident Management Team.

    + Maintains up-to-date emergency contacts directory that includes the Incident Management Team, executive leadership, department leads, central office and external agencies.

    + Performs effectively in emergency situations.

    + Performs other duties as assigned.

    Qualifications/Requirements:

    Experience: Previous experience as an EMS Outreach Manager with strong background in Emergency Management and Emergency Medical Services required.

     

    Education: Bachelor’s Degree in the Human Services field and/or the equivalent in experience required.

    Licenses / Certifications:

    Certified Healthcare Emergency Professional (CHEP) required. BLS.ICS 100, 200, and 300 required. NIMS 700 and 800 required. ICS 400, Incident Command Specific Leadership Functions and Homeland Security Exercise Evaluation and Planning (HSEEP) qualification preferred. HAM radio operator technician level license preferred.
