Job Title: International Programs Specialist
Position Type: Full-Time
The SHIELD Project Office requires an International Programs Specialist to support the PATRIOT Lower Tier Interceptor (LTI) International team. The position involves working with the Prime Contractors and USG agencies to manage cost, schedule, and performance of an International Foreign Military Sales (FMS) Program. The candidate will assess partner nation requests for hardware requirements designed for integration into Air and Missile Defense capabilities.
Position Requirements:
+ Candidate must have in-depth knowledge of program execution for Security Assistance / Security Cooperation requirements.
-Manages the overall cost, performance, and schedule of the Project Office’s equities on Letters of Offer and Acceptance
-Demonstrates a basic knowledge of U.S. government contracting actions and regulations with an understanding of coordinating witg Original Equipment Manufacturers (OEMs) to track and ensure deliverables are met.
-Background or familiarity with the PATRIOT Air and Missile Defense System is highly desirable but not required.
-Experience in developing and/or maintaining Integrated Master Schedules (IMS) to support planning and execution .
- Knowledge of the Arms Export Control Act (AECA), Defense Security Cooperation Agency (DSCA) policy memorandums, International Traffic in Arms Regulations (ITAR), and the United States Munitions List (USML) is required.
- Candidate should have working experience engaging with international customers to understand, define requirements, and align capabilities in order to develop Letter of Request (LOR) for Pricing and Availability (P&A) and LOR for Letter of Acceptance (LOA).
- Candidate must have actively engaged with international partners to support and represent programmatic and technical issues on behalf of the USG.
- Candidate must possess proven experience assessing the solutions and requirements defined by Original Equipment Manufacturer (OEM)/suppliers for support of international partner nation defense requirements.
- Candidate must have experience in evaluating OEM and supplier technical and cost proposals to identify risks and opportunities to support the development of the FMS case and the execution of the program.
- Technical proficiency in the General Fund Enterprise Business Systems (GFEBS) is desired to manage program cost during execution phase of the acquisition life cycle is desired but not required.
- Candidate must have a demonstrated capability to work with the US Army Program Office to develop an FMS case in response to an LOR for LOA.
- Candidate must facilitate technical meetings, engage with OEMs, review technical data / material as required.
- Candidate must understand transportation and logistics requirements for execution of a FMS program.
- Candidate must be willing to travel and support all phases of program development and execution.
- Candidate must have an active DoD Secret clearance.
