    Job Summary

    The Associate Vice President and Deputy CFO is seeking a Treasurer. This is a full-time 1.00 FTE , 12-month, professional faculty position.

     

    The Treasurer directs all activities involving cash management, debt management, capital market financing, banking relationships, merchant services and oversight of investment management, while limiting risk to the university. Reporting to the Deputy CFO , the Treasurer ensures timely debt service payments along with managing liquidity for operations and maintaining a healthy cash position. This role is responsible for collaborating with USSE on investment strategies and alternatives as well as presenting policy changes to executive leadership. The Treasurer collaborates with various teams including finance and capital planning to facilitate effective debt and cash flow management and risk mitigation. The Treasurer and their team will ensure financial partnerships for banking, underwriting and advisory services to support the university as needed.

    Key responsibilities:

    Manage all treasury functions, working closely with the Deputy CFO , Controller, and other finance teams on cash position.

     

    Forecast cash flow, cash position, related borrowing needs, and funds available for investment for presentation to executive leadership.

     

    Direct the University’s investment management by evaluating types of investments, project cash flows, assessing risks and rates of return, determining target reserve levels and recommending investment of operating funds.

     

    Partners with USSE on investment strategies for operating and financing needs.

     

    Oversee debt, manage bond proceed drawdowns, repayments, interest expenses, fees, and compliance. Lead university issuance for long-term and short-term obligations.

     

    Build and manage relationships with treasury operations stakeholders and vendors.

     

    Actively develop and monitor compliance activities and reporting for treasury functions.

     

    Lead best practice for treasury operations including evaluation and implementation of process improvements and internal controls in treasury functions.

     

    Actively participate in on-going dialogue and serves on various university committees including the Infrastructure Working Group ( IWG ).

     

    Establish annual goals for cost, productivity, quality, and value of treasury operations.

     

    Benchmark OSU Treasury operations against industry leaders.

     

    Identify and report KPIs to appropriate stakeholders.

     

    Identify training needs and professional development opportunities for treasury staff.

    What You Will Need

    + Bachelor’s degree in finance, accounting, business administration, or a related field

    + Ten (10) years’ progressive experience in treasury leadership roles (e.g. debt management, cash flow analysis/forecasting, liquidity management, and/or investment management).

    + Five (5) years’ experience in supervisory or leadership role which includes direct personnel management, performance evaluation, and employee development.

    + Commitment to promoting an inclusive work environment.

     

    This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

    What We Would Like You to Have

    + Advanced degree from an accredited institution of higher education, in finance, accounting, business administration, or related field

    + Experience working in or with government of an institution of higher education

    + Experience working with a Board of Governors, Trustees, Regents, or Directors

    + Certified Treasury Professional, CTP , Chartered Financial Analyst, CFA

    + Knowledge of COSO model for internal controls

    Working Conditions / Work Schedule

    Primarily office-based. Work schedule may include non-standard hours and periodic travel. Some hybrid work may be arranged and will be determined by the supervisor. Generally, this position will work within an office environment and will be expected to manage workload in order to complete projects and/or meet deadlines. The Treasurer will interact and communicate with stakeholders in person, by phone, via email, in Teams, and in virtual forums (e.g. Zoom).
