Koniag Information Technology Services (KITS), a Koniag Government Services company, is seeking a Program Controller to support our Army customer in Huntsville, Alabama. This position requires on-site presence in Huntsville, Alabama.

The Program Controller will be responsible for supporting the development and maintenance of comprehensive program management controls and providing financial oversight to ensure successful program delivery. This on-site role will focus on the financial and administrative control aspects of program management for the Army Materiel Command (AMC). The ideal candidate will have experience in program financial management, schedule control, and performance tracking with strong analytical and reporting skills.
Principal responsibilities will include but are not limited to:
+ Support the development and maintenance of comprehensive program management plans covering:
+ Scope management and control
+ Schedule development and tracking
+ Budget planning and financial monitoring
+ Resource allocation and tracking
+ Risk management and mitigation
+ Quality control and performance metrics
+ Monitor program financial performance against established budgets
+ Track and analyze program expenditures and resource utilization
+ Develop and maintain program financial reports and forecasts
+ Support internal teams, contractors, and stakeholders with financial and performance data
+ Ensure smooth program delivery through effective financial and administrative controls
+ Proactively monitor program progress using established tracking methods
+ Develop and track Key Performance Indicators (KPIs) to measure program success
+ Support risk and issue identification, documentation, and management
+ Process and track change requests according to established procedures
+ Prepare and distribute regular status updates with financial and schedule metrics
+ Support program leadership with data analysis for decision-making
+ Monitor resource allocation and utilization to optimize program performance
+ Track deliverables against contractual requirements and schedule milestones
+ Coordinate with accounting and finance teams on budget reconciliation
+ Develop and maintain program financial and administrative documentation
+ Implement and maintain earned value management practices as appropriate
+ Identify potential financial and schedule risks and propose mitigation strategies
+ Support program reviews with financial and performance analysis
Education and Experience:
Required:
+ Bachelor's degree in Finance, Business Administration, Accounting, or related field
+ 3+ years of experience in program financial management, earned value management, or related role
+ Experience with program budgeting, financial tracking, and reporting
+ Background in schedule management and performance tracking
+ Familiarity with program risk management and control processes
Required Skills and Competencies:
+ Strong knowledge of program financial management principles and practices
+ Experience with budget development, tracking, and forecasting
+ Proficiency in earned value management techniques
+ Strong analytical skills for financial and performance data analysis
+ Experience with program schedule tracking and management
+ Understanding of resource allocation and utilization tracking
+ Knowledge of risk management and mitigation strategies
+ Proficiency with financial management and reporting tools
+ Experience preparing and presenting program status reports
+ Strong attention to detail and accuracy in financial analysis
+ Excellent Excel skills for complex financial modeling and analysis
+ Experience supporting change management processes
+ Strong written and verbal communication abilities
+ Ability to translate complex financial data into actionable insights
+ Knowledge of contract management and deliverable tracking
+ Experience supporting program reviews and audits
+ Understanding of federal or DoD financial management requirements
+ Ability to obtain and maintain required security clearances
+ Willingness to work on-site in Huntsville, Alabama
Desired Skills and Competencies:
+ Master's degree in Finance, Business Administration, or related field
+ Certifications in financial management, program control, or earned value management
+ Experience working in Army or DoD program environments
+ Knowledge of Defense acquisition financial management
+ Familiarity with federal appropriations and funding types
+ Experience with financial management information systems
+ Background in government cost accounting standards
+ Knowledge of DoD budget execution processes
+ Experience with integrated master schedule development and maintenance
+ Proficiency with program management software (MS Project, Primavera, etc.)
+ Understanding of government contracting vehicles and requirements
+ Experience with performance measurement baselines
+ Knowledge of variance analysis and corrective action planning
+ Background in financial risk assessment and mitigation
+ Experience supporting program governance processes
+ Understanding of Total Cost of Ownership (TCO) principles
+ Knowledge of financial compliance requirements for government programs
+ Experience with program financial audits and reviews
