DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
This position’s primary responsibility will be to manage a team and direct the design of several programs within Construction Service Line. The programs include but not limited to traffic signal, sidewalks, storm water, railroad quiet zone, intersection safety. Responsibilities include conduct engineering plan designs, project studies and field investigations to ensure compliance with the Code of ordinances and City of Houston Infrastructure Design Manual (IDM). He/she will also work with customers and citizens on various inquiries including documents submitted for review or questions. Conduct and/or represent HPW at meetings and public outreach events. Perform other duties as assigned. Responsibilities include, but not limited to:
+ Supervises and monitors quality control efforts of personnel and external consultants
+ Attend and conducts meetings and conferences
+ Provides technical expertise in researching, developing, redesigning, monitoring and implementing various plans, designs, projects
+ Trains and develop new hires and existing staff personnel
+ Recruits, selects and hires technical personnel to enhance productivity
+ Performs general administrative activities to provide support to departments
+ Manages departmental functions, establish standard operating procedures, evaluate staff performances and manages budget
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking and standing. May require walking on rough surfaces during inspections and investigation.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires graduation from approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers with a satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.
Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE/CERTIFICATE REQUIREMENTS:
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
AND
obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).
PREFERENCES
Preference may be given to applicants who have experience reviewing engineering design plans, reading construction documents and contracts, and experiences in ACAD/GIS/MSOffice software.
Preference will be given to candidates that possess a Class A Wastewater Operator License issued by Texas Commission on Environmental Quality (TCEQ).
