TITLE: SCHOOL BUSINESS OFFICIAL
Qualifications:
1) Valid certification as SDA, SDBL, SBL, Civil Service title as School Business Executive or other equivalent title as deemed appropriate.
2) Bachelor's and/or Master's degree appropriate for being certified/titled as appropriate.
3) Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.
Reports To: Superintendent of Schools
Supervises: Custodial, maintenance, technology, food service, and business operations staff.
Major Functions/Specific Responsibilities:
Financial Management
+ Plan strategies for streamlining and improving business operations
+ Assists Superintendent with finances, budget planning, and forecasting
+ Assists the Superintendent in the preparation of the annual school budget and is responsible for the administration of all phases of the budget throughout the year
+ Keeps accurate and detailed accounts of all financial transactions as prescribed by statute, administrative code and Board of Education policy
+ Coordinates and is responsible for all internal and external audits relating to the District
+ Responsible for all state and federal reporting regarding financial matters, capital projects, etc.
+ Responsible for maintenance of an up-to-date inventory of all District property and equipment in compliance with District policies and regulations
+ Analyzes financial statements, reports, and other performance indicators
+ Recommends policies, and programs essential for the business of the District
+ Coordinates and applies for grants to the benefit of the District
+ Creates bid packages for all District needs
+ Is responsible for investment of District funds in accordance with Board of Education policy and planning
+ Authorizes/oversees accounts payable and receivable
+ Oversees all aspects of the administration of school taxes on individual parcels of land within the District including but not limited to verifying assessment rolls, preparing the warrant for Board of Education approval, responding to inquiries regarding school taxes, preparing annual tax agreements with banks, coordinating the distribution, collection, and all related work with regard to school taxes, levies, etc.
+ Coordinates and manages all meetings of the Board of Education's Budget Advisory Committee
General Administration
+ Represents the District to negotiate vendor contracts to identify cost-saving opportunities
+ Establishes and carries out departmental and organizational goals, policies, and procedures
+ Keeps informed of all legal requirements related to school finance
+ Administers the District's insurance/risk management program
+ Assists the Superintendent and the Board of Education in developing and updating policies for all aspects of the school business operation
+ Responsible for coordinating select required trainings to District staff
+ Serves as a member of the Superintendent's cabinet
+ Ensures compliance with all collective bargaining agreements as they pertain to financial and operational matters
+ Serves as District representative of any health or workers compensation consortium of which the District is a member
+ Assist with administering an efficient, transparent, and service-oriented business office
Operations Management
+ Assists purchasing agent and is responsible for establishing procedures for the acquisition of supplies and equipment for the District in accordance with law and Board of Education policy
+ Oversees the operation and maintenance of all school facilities and supervises custodial, grounds and maintenance services. Ensures that all local, state, and federal standards for the health and safety of students and staff are maintained and that required reports are maintained
+ Oversees the District's multi-year comprehensive facilities plan
+ Is responsible for the efficient operation of the District's food service program; ensures that procedures are in accordance with law and regulations
+ Acts as the transportation program liaison and will collaborate with all school personnel and the District transportation provider in ensuring the safe and efficient operations of transporting students to and from their educational and extra-curricular programming
+ Assists the Superintendent in projection of facility needs and assists the Superintendent in managing construction budget allocations. Helps develop educational standards for sites, buildings and equipment; prepares cost data; and cooperates with architect and construction manager during construction programs
Human Resources Management
+ Oversees the preparation and maintenance of records related to auditing requirements, tax laws, and employee benefits. Is responsible for implementing hospitalization, major medical and other types of Board of Education-approved employee benefit plans
+ Oversees the payroll function:
+ Includes weekly, bi-weekly, monthly and annual record keeping and reporting
+ Prepare and calculate complex payroll and benefit calculations and transactions, input them into the financial system
+ Compiles and completes periodic retirement system reports (NYSLRS, NYSTRS);
+ Handles all payroll, retirement and financial aspects of onboarding new employees;
+ Handles all payroll, retirement and financial aspects of offboarding exiting employees;
+ Wil prepare or assist with the preparation of annual payroll/tax documentation (i.e., W2's, 1095, 1099, ACA)
+ Prepare regular periodic personnel reports for the Board of Education, and answer any related questions or elaborate as necessary
Other
+ Attends District Board of Education meetings and speaks on assigned topics
+ Ability to work with and handle confidential matters with regarding but not inclusive of staff, organizational, Board of Education matters
+ Performs such other duties as may be prescribed by law or assigned by the Superintendent or the Board of Education
+ Innovates by applying new technologies to the workplace
+ These responsibilities are not meant to be inclusive of every responsibility or role, and other roles may be assigned as needed
Terms of Employment: Twelve-month year
