Description
The Senior Craft Development Specialist plays a vital role in developing the craft workforce across multiple projects. This position is responsible for resource planning, ensuring compliance with Department of Labor (DOL) apprenticeship standards, and facilitating on-the-job training (OJT) and skill development. The specialist monitors program performance, manages apprentice assignments, and works closely with field leadership and the Training Department to identify skill gaps, strengthen training efforts, and drive continuous improvement. Through proactive coaching and structured program oversight, this role is dedicated to advancing workforce development while fostering a culture of safety, integrity, and accountability.
+ Leads craft apprentice resource planning across multiple projects by aligning assignments with qualifications, forecasted availability, and project requirements.
+ Manages apprentice work assignments to ensure compliance with DOL-required ratios and alignment with on-the-job training (OJT) requirements.
+ Tracks and reports program progress, including OJT sign-offs and training milestones.
+ Ensures compliance with apprenticeship program standards and OJT requirements.
+ Defines and communicates expectations to program participants; takes corrective actions as needed, including issuing warnings or recommending removal from programs.
+ Oversees program selection based on seniority and objective performance metrics.
+ Provides feedback on enhancements to tracking software to ensure accurate data on resource deployment and development progress.
+ Conducts regular job site visits to identify skill gaps and recommends targeted development opportunities in collaboration with field leadership.
+ Actively engages in and leads the development of craft labor.
+ Supports orientation using available technology and serves as a liaison to resolve related issues.
+ Participates in recruiting efforts by identifying and evaluating potential craft talent.
+ Offers feedback and recommendations for program enhancements to improve craft participation, performance, and retention.
+ Collaborates with the Training Department to implement and refine training initiatives and development programs.
+ Identifies gaps, evaluates accuracy, and provides feedback to the Training Department on program development; recommends modifications to ensure program success.
+ Leads the development of assessments and training programs; serves as a Subject Matter Expert (SME) in evaluating internal and external programs.
+ Contributes to special projects and continuous improvement efforts related to process enhancements, workforce development, training, and technology utilization.
+ Provides performance feedback to Field Operations Management, highlighting high-potential employees and identifying mentorship opportunities.
+ Performs all other duties as assigned.
+ Provide leadership, guidance, and instruction to less experienced staff.
+ Responsible for QA/QC process adherence.
+ Responsible for compliance with company and site safety policies.
+ Performs other duties as assigned

Qualifications
+ High School Diploma/GED or GED and 11 years of industry-related experience required (e.g., safety, leadership, craft, soft skills) required
+ Requires proficiency in Microsoft Office Suite, including Excel, PowerPoint, Word, and other business software.
+ Able to multitask effectively in a fast-paced office environment.
+ Capable of presenting in front of craft personnel and site teams.
+ Able to build and maintain positive, professional relationships with employees, management, and field personnel.
+ Demonstrates the ability to manage multiple tasks in a dynamic work setting.
+ Experience managing DOL-certified Apprenticeship Programs preferred.
+ Bilingual proficiency preferred (e.g., English and Spanish).
+ Excellent communication skills required, both written and verbal.
+ CPR/First Aid certification required.
+ OSHA certifications required.
+ Valid driver’s license required.
+ TWIC (Transportation Worker Identification Credential) required.
