Duties Description Duties of the Program Research Specialist 4 (Human Services) include but are not limited to: • Managing the Departmental Survey Unit. • Organizing and directing survey unit staff, including direct supervision of a Grade 23.• Reporting to and communicating with division leadership, acting as a primary contact person for unit. • Keeping track of the 'big picture' and how it relates to the program area or the entire agency. Maintaining unit's Project Tracker. • Must demonstrate excellent organizational skills. • Prioritizing tasks with competing deadlines. • Assigning work and relaying information and requests to staff. • Training staff on advanced Word and Excel techniques. • Training staff on advanced Alchemer software techniques. • Training staff on Dedoose or similar software to analyze qualitative data. • Training staff on proper statistical techniques for drawing a sample and analyzing results. • Leading the design, creation and implementation of surveys and focus groups. • Leading meetings to help develop survey questions. • Leading meetings to help develop focus group questions. • Overseeing the preparation of reports and dashboards to present materials. • Giving presentations to management and others as needed. • Reviewing material and making revisions and improvements. • Displaying attention to detail. • Demonstrating excellent writing and communication skills. • Working on special projects as requested.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:A bachelor’s degree or higher and twelve (12) semester credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling AND five (5) years of subsequent professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations. Two (2) years of the experience must have involved supervision of professional staff engaged in these functions. Substitution: A master’s degree in business administration, criminal justice, economics, econometrics, health care administration, public administration, public health, social science, statistics, transportation, or a closely related field, may be substituted for one (1) year of the general (non-supervisory) experience, a doctoral degree in one of these fields may be substituted for two (2) years of the general experience.It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
