Duties Description Under the supervision of the Park Manager 1, SG-18, of the Operations Department at Niagara Falls State Park, the incumbent will serve as a first-line supervisor for Park Operations and be assigned various duties throughout the department, which may include but are not limited to:• Supervise and schedule the Operations Department, which includes oversight of the welcome center, parking lot operations, carriage house maintenance, and cashier staff. • Train staff to provide excellent customer service and to understand the park history, attractions, and locality.• Assist with budget preparation and justification.• Enter hourly employee time cards into the Human Resource Information System (HRIS). Review, approve, and monitor subordinate staff time and leave requests. • Prepare performance evaluations and discuss performance expectations with employees on schedule.• Prepare and issue special-use and other park permits. • Plan and schedule special events. o Respond to and work with community groups and organizations regarding facility use requests.o Coordinate logistics of routine programs and special events, including temporary maintenance work, security, admissions, transportation, traffic flow, and cleanup.• Receive, investigate, and reply to patron and employee complaints and inquiries. • Oversee Point of Sale (POS) systems and revenue collection locations throughout Niagara Falls State Park.• Train staff to ensure adherence to all agency and park fiscal control policies.• Assist with the preparation and management of attendance and revenue reports and spreadsheets, perform general clerical work, and prepare bank deposits. • Coordinate and direct traffic control, crowd control, and line management as needed.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.**A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.Eligible List Qualifications:Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.Reassignment Qualifications:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.55-b/c Qualifications:This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Additional Comments OPERATING NEEDS:• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.• Must be able to work a variable schedule, including nights, weekends, and holidays. • Must be willing to work and stand for long periods of time outdoors, year-round, and in all weather conditions. • Must have the ability to perform light to medium lifting.• Must have basic computer knowledge of Microsoft Office and be familiar with Upper Rapids POS and Ventek parking system.• Must demonstrate proficiency in various tracking systems and agency programs, including Parks Operations and Revenue Tracking System (PORTS), Budget Expenditure Tracking System (BETS), and Reserve America.• Must be able to follow NYS purchasing guidelines and procedures.
