    Job Opening Date:September 24, 2025

     

    Job Status: This position is contract, full-time, 40 hours.

     

    Length of Assignment:This contract is November 01, 2025 - March 31, 2026. These dates are subject to change based on funding availability. Current shelter operations are expected to begin mid/late November 2025 and end in February 2026.

     

    Shift Details:This position will maintain a flexible schedule with hours expected during evenings and weekends.

     

    Wage:$27.50/hour

     

    Section II - Description of Duties Performed

    General Summary of Purpose of this Position:

    The Emergency Shelter Program Coordinator is responsible for overseeing overnight staffing, ensuring consistent operations, and leading safety and guest service efforts. They are responsible for supervising staff, upholding program structure, and ensuring a trauma-informed, organized, and safe environment. This includes leading safety responses, coordinating guest-facing communications, and managing key systems that support guest services, storage, and shelter-wide coordination.

     

    This position will maintain a flexible schedule with hours expected during evenings and weekends.

    Primary Job Duties and Responsibilities

    1. Customer Service (25%)

    + Foster safe, supportive environments and positive community interactions in a congregate residential setting for customers of all cultures, ethnicities, and backgrounds.

    + Conduct all functions according to the program and agency guidelines, policies, procedures, and ethical standards.

    + Monitor and support guest access to services, including day storage, laundry, bunk assignments, and locker access.

    + Coordinate and/or complete intake and orientation of guests, providing advocacy, resource referral, risk assessment, and crisis intervention.

    + Develop and deliver nightly guest announcements to ensure guests are informed of key updates, policies, services, and events.

    + Organize and coordinate regular guest town halls or listening sessions to promote transparency, community feedback, and accountability.

    + Maintain and update guest-facing communication boards, signage, and posted expectations.

    + Track and manage guest-related documentation systems including bunk assignments, behavior plans, incident notes, program trackers, and follow-up communications.

    + Monitor storage areas and ensure organization, accountability, and accessibility for all residents.

    2. Program Operations (25%)

    + Ensure the shelter is physically safe for residents of all demographics and abilities.

    + Maintain the facility in a clean, sanitary, and safe condition.

    + Submit maintenance requests and supply needs timely while communicating such needs with the program manager.

    + Perform facility tasks which include distributing and setting up supplies, cleaning, organizing work areas, completing facility laundry, and ensuring the space is prepared for the next shift.

    + Understand and consistently reinforce shelter policies and procedures.

    + Arrive on time for their scheduled shift and stay until a replacement arrives.

    + Report to work when called in if serving in an on-call capacity.

    + Supervises and orients volunteers to provide quality support and accountability.

    Recordkeeping and Reporting

    + Maintain customer files, case notes, and appropriate documentation systems.

    + Enter program data efficiently and accurately into the required databases.

    + Conduct regular data quality and control evaluations, correct any data errors, and conduct annual data reporting.

    + Maintain all required documentation by agency policy and procedure and contractual mandates.

    + Update waiting lists, customer files, available assistance, and other documentation as needed.

    + Submits shift briefings to all shelter staff to promote clear and consistent communication.

    3. Teamwork and Professionalism (25%)

    + Plans and organizes work effectively and ensures its completion.

    + Ability to work independently and communicate questions, concerns, and feedback with the Director for support.

    + Adheres to the HRDC Employee Handbook.

    + Attend staff meetings, agency-wide meetings, training, and other meetings as assigned.

    + Maintains and supports partnerships in shelter provision by coordinating with external partners and internal HRDC staff for continuity of care.

    4. Supervisor Responsibilities (25%)

    + Provide direct supervision, coaching, and support to multiple overnight staff.

    + Ensure adequate overnight staff coverage and coordinate scheduling needs

    + Conduct nightly team check-ins and end-of-shift debriefs to ensure continuity of care and communication across shifts.

    + Work in tandem with the Director and operations staff to coordinate with facility needs.

    + Monitor the facility space and develop systems to promote safety, support, and physical efficiencies.

    + Hire and onboard new staff

    + Serve as the point person for onsite safety response during overnight shifts, including de-escalation, emergency procedures, and coordination with law enforcement or crisis services when needed.

    + Support operational programming and delegate tasks as needed.

    + Orient, train, and support volunteers.

    + Monitor, post, and update volunteer shift needs utilizing the agency database.

    + Facilitate communication between staff and volunteers.

    + Coordinate and monitor guest services, including the Guest Engagement program.

    + Ensure adherence to overnight safety protocols and documentation standards.

    + Promotes consistency across programming and operations.

    Education and Experience:

    The following course(s) of study or class work usually provides the required knowledge skills and abilities to perform the duties of this position:

    + Graduation from high school or GED is required.

    + Bachelor’s/associate degree in social services, Public Health, or a related field from a college or university or equivalent is preferred.

    The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:

    + One to two years of experience working with at-risk populations, the population of focus, or human service activities is preferred.

    Knowledge Skills and Abilities:

    + Ability to effectively work and communicate with a wide range of individuals from all socio-economic groups.

    + Ability to effectively perform duties with a thorough knowledge of agency goals, objectives, projects, and services.

    + Ability to read, interpret, and implement documents such as governmental regulations, rules, and procedure manuals.

    + Ability to work with minimal supervision and effectively manage workflow.

    + Ability to present self and organization positively and professionally.

    + Ability to respond effectively to the most sensitive inquiries or complaints from customers or claimants.

    + Exhibit self-motivation, high energy level, effective organizational skills, and ability to make appropriate programmatic decisions.

    + Effectively disseminate information about the programs

    + Demonstrate knowledge of community resources and partners

    + Ability to effectively establish and maintain positive working relationships with program participants and other team members.

    + Ability to demonstrate a strong commitment to helping people succeed in innovative educational and training programs, re-orient their lives to produce positive behavior and self-sufficiency and enable them to be effective in their community.

    Language Skills:

    + Ability to read, interpret, and draft routine reports and correspondence.

    + Ability to analyze and interpret complex and sensitive information, persuasive speaking abilities.

    + Ability to interpret program manuals and guidelines.

    + Ability to speak Spanish preferred.

    Mathematical/ Money Handling Skills:

    + Add, subtract, multiply, and divide simple numbers, compute rate, ratio, and percentages.

    + Personal budgeting skills

    Reasoning Ability:

    + Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

    + Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    + Ability to define problems, collect data, establish facts, and draw valid conclusions.

    + Operate Multi-line Phones to place, receive, or transfer calls or to retrieve voicemail messages.

    + The incumbent must be able to perform multiple tasks simultaneously and must be able to work under time and/or deadline pressures.

     

    Section III - Supervision

    Supervision Received:

    + This position operates under direct supervision from the Department Director

    + The incumbent’s work is primarily assigned by daily workflow and operations.

    + The incumbent is authorized to make decisions as to the timing and sequence of work and the work is performed according to established policies and procedures and/or within applicable laws, rules, and regulations governing the tasks being performed.

    This position has the following supervisory responsibilities:

    + Direct supervision of multiple overnight shelter staff and volunteers

    + Support delegating various volunteer tasks and orienting new volunteers to roles and responsibilities.

    + May be the primary point of contact for volunteers

    Impact of Decisions and Errors Made by Position:

    + Decisions, final recommendations, and/or errors primarily affect shelter customers.

    Judgment Required to Make Decisions:

    + Requires considerable judgment to work out programs and approaches to major problems and, in general, perform duties wherein recognized general principles may be inadequate to determine the best procedures to follow or the optimum decision in all cases.

    Exception Authority:

    + This position works in tandem with the Department Director to evaluate and adjust exceptions to Program Policy or Procedure

    + This position requires regular handling of sensitive and confidential client and agency information. Unauthorized disclosure could harm client interests and the organization, and may also violate state and federal privacy laws.     + Works in a temperature-controlled environment.

    + Monthly or less frequent exposure to risk of injuries that may result in a permanent disability or death (possibility of having a car accident).

    + Occasional travel is required for training.
