About This Position:
The mission of this position is to be a high-level engineering expert for the Department in the field of ITS project development and program delivery. The position regularly consults with DOTD Secretary, Assistant Secretary, ITS Director, ITS Management & Operations Program Manager, District Administrators, Directory Heads, and other federal/state ITS technical experts in developing ITS and Advanced Traffic Management Center (TMC) project programming and prioritization, engineering design plans and technical specifications, project proposals, contract administration, construction management, and technical engineering inspection.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.
SUPPLEMENTAL QUALIFICATION:
1. Two years of licensed engineering experience in transportation/traffic or systems engineering at the Engineer 4 level or higher.
2. Six years of professional engineering experience in transportation/traffic or systems engineering, 2 years of which must have been at the Engineer 4 level or higher.

Job Duties and Other Information
Job Duties:
+ Manages the planning, design and implementation of ITS projects by providing functional supervision of ITS engineers and technicians and ITS Engineering Consultants in the development and administration of technical engineering design plans, reports, specifications, and standards. Administers the delivery of all engineering design activities and implements the infrastructure of such ITS systems as fiber-optic and wireless telecommunications, Advanced Traffic Management and Traveler Information Systems, , and Traffic Management Centers (TMC’s). These duties also include Serving as the State Traffic Incident Management Engineer providing functional supervision of the TIM Program Coordinator providing Guidance and Support to ensure delivery of the Statewide TIM Program. Provides and directs staff to provide engineering design and construction engineering management assistance to the Department’s districts and design, construction, maintenance, and research divisions as well as to other state agencies and local governing bodies. Participates with the ITS M&O Program Manager with the development of the ITS Project Program for the distribution of the capital outlay budget partition for ITS deployment and integration projects.
+ Approves the use of new ITS technologies, which are presently available for development, implementation, and deployment by the Department. Current and future applications of these technologies include: traffic signal and emergency vehicle detection and interconnection video monitoring and detection, automated weight enforcement, incident detection, information dissemination, radio and cellular wireless applications, and technical integration of systems for a seamless statewide ITS program.
+ Represents the Department in technical organizations including Institute of Transportation Engineers, National Committee on the Manual of Uniform Traffic Control Devices, the American Association of State Highway and Transportation Officials, and ITS America. These groups actively develop national policies, standards, and specifications, which will influence ITS and Telecommunications deployment and ultimately transportation management and operations in Louisiana. Develops professional and technical capacity building curriculum for Departmental and local agency personnel and continuously attends and sponsors national symposiums and training sessions to keep the Department abreast and trained to use the states technology and practice on Advanced Transportation Systems.
+ Performs emergency management and operation services as directed by the ITS Director during times of emergencies.
