The **Manager – Transmission Strategy** is responsible for managing Transmission Planning of the Bulk Electric System (BES) in accordance with North American Electric Reliability Corporation (NERC) compliance Transmission Planning (TPL), Transmission Operator (TOP), Facility (FAC), Voltage and Reactive Control (VAR), Modeling (MOD), Interconnection Reliability Operations and Coordination (IRO) standards. Additionally, this position is responsible for following Midcontinent Independent System Operator (MISO) and SERC Reliability Corporation (SERC) committees to keep upper management informed of changes affecting both Cleco companies (Cleco Power and Cleco Cajun) and make policy decisions as needed.
Key Responsibilities

Provides leadership, oversight, and direction to Transmission Planning staff to meet compliance requirements while meeting or exceeding applicable industry reliability and regulatory standards.
Manages and provides oversight on near term and long-range Transmission Planning studies and Model Development. Coordinates study results with external departments and companies, serving as a subject matter expert for these studies.
Responsible for leading staff for executing transmission planning studies as well as reviews analysis performed and provides day-to-day guidance with Transmission Strategy responsibilities.
Identify transmission projects needed to improve reliability of the BES system. Analyze the project for potential benefits, potential risk and cost.
Works closely with Engineering and Construction department within Cleco and upper management to submit the optimal transmission project into the Cleco capital budget process. Serve as a subject matter expert on the justification and requirements of the proposed projects.
Support Transmission Operations with real-time analysis of the BES system conditions as needed.
Coordinate with Transmission Operations for potential real time transmission issues. Works with MISO reliability coordinator, internal departments, and interconnecting utilities to develop Operating Guides and or Operating plans for issues with the BES.
Ensures the organization is kept informed of best safety practices and use of TOPI tools and training to work safely, protect workers and achieve outstanding safety results.
Ensures a diverse and inclusive workplace exists and that the organization achieves business objectives in accord with the company’s core values.
Actively participates on multiple transmission committees that affect transmission planning including but not limited to NERC, SERC, North American Transmission Forum (NATF), and MISO.
Actively participates in NERC compliance audits, responsible for developing and implementing procedures to meet compliance associated with NERC standards, and viewed as subject matter expert in regards to standards pertaining to transmission planning.
Ensures that the Transmission Strategy is staffed with knowledgeable personnel.
Interacts and works closely with Transmission Operations and MISO in a positive manner to coordinate planned maintenance as well as to assist with planned outages for new transmission lines and substations to provide excellent customer service.
Manage Transmission Strategy project development to meet targets and operating budget for defined project areas, working with their manager and director to track towards overall functional goals.
Qualifications
Required Education, Skills & Experience
Bachelor’s degree in Electrical from an ABET accredited curriculum or with NCEES Certification to sit for the FE
5+ years of related experience
2-5+ years people management experience, preferred
Knowledge of standard business practices and professionalism
Ability to interact with all levels of employees to address difficult issues

Ability to operate effectively and proactively with an employee centric mindset
Detail-oriented and high work standards in support of seamless execution
