HIRING RANGE: $58,613 - $83,817 Salary Grade: NC17
The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants. The primary purpose of the Disadvantaged Business Enterprise (DBE) Compliance Officer position is to effectively implement the NCDOT’s DBE Compliance Program. The position is comprehensive, coordinative, consultative, analytical, investigative, and advisory work involved in the application of State and Federal laws and the interpretation and application of policies and guidelines on the DBE Compliance Program. The DBE Compliance Officer is a professional monitoring activity involving the examination and analysis of NCDOT Highway and transit project records, prime and sub-contractor records, examinations by other internal departments, and DBE/HUB utilization records.
The program area for this position includes experience in or working knowledge of DBE policy implementation, compliance/auditing processes, or employee/civil rights complaint investigations.

+ Working knowledge of operations and policies of DBE and related programs and initiatives.
+ Documented experience using analysis, judgement and discretion skills in the application and development of DBE policies, procedures and programs.
+ Documented experience communicating effectively with others utilizing listening, writing, speaking skills to establish and maintain effective working relationships.
+ Documented experience in collecting, analyzing and evaluating data for the purpose of determining compliance with applicable guidelines and regulations.
+ Working knowledge of interpreting and applying department policies and procedures as well as state and federal regulations in complex, sensitive, or unprecedented situations.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment, or an equivalent combination of training and experience.
