    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

     

    The Principal Underground Laboratory for Subcritical Experiments (PULSE) Facility Engineering group provides technical support to the PULSE Facility using qualified cognizant system engineers (CSE) and system engineers (SE). The engineers will ensure system reliability and operability that support the Stockpile Experimentation and Operations (SEO) directorate mission. The PULSE Facility Engineering Manager is responsible for the execution of these objectives.

     

    MSTS is seeking a PULSE Deputy Facility Engineering Manager that will report to and assist the PULSE Facility Engineering Manager. The Deputy Director will provide management and leadership to the PULSE Facility Engineering Group.

    Key Responsibilities

    + Acts for the PULSE Facility Engineering Manager, assuming all roles and responsibilities, during their absence.

    + Acts on behalf of the PULSE Facility Engineering Manager at meetings.

    + Provide directions to PULSE Facility engineering staff.

    + Mentor PULSE Facility engineering staff.

    + Coordinate technical issues within the PULSE Facility Engineering groups, Design Engineering, Nuclear Assurance, Facility Maintenance, and Facility Operations.

    + Assist the PULSE engineering staff with planning, coordinating, and preparation of designs, procurement documents, specifications, reports, requests for analysis, and work packages requiring change requests.

    + Responsible for coordinating engineering aspects for projects over the entire lifecycle (i.e., initiation, planning, execution, monitoring, controlling, turnover and acceptance).

    + Assist the PULSE Facility Engineering staff with development, tracking, and closeout of change control documents.

    + Manage the PULSE Facility Engineering aspects of these requests such as schedule, scope, design requirements, and deliverables. This includes, but not limited to, design engineering, report development, analysis, calculations, troubleshooting, asset management, and other configuration management tasks.

    + Manage engineering support for projects or stakeholders. This includes the following:

    * Define, plan, monitor, control, and successfully turnover of the project or deliverable

    * Ensure compliance with defined schedule, costs, risks, and quality constraints.

    * Maintain satisfaction of stakeholders despite differing needs and/or expectations.

    * Manage communication between project stakeholders and team members.

    * Ensure management is aware of changes to scope or expectations

    + Devise integrated solutions to technical problems of broad scope. Solutions are expected to be comprehensive in technical and business aspects, including cross-disciplinary considerations.

    + Ensure deliverables comply with laws, codes, orders, and MSTS policies and procedures.

    + Participate in project development by helping to define customer needs, develop proposals, and plan projects. Support IPT throughout project lifecycle.

    + Supports the In-service-Inspection and Technical Surveillance Requirement execution at the PULSE Facility.

    + Manage small projects (<$5M TPC). Responsible for all aspects of the project over the entire lifecycle. Work with the Responsible Manager and relevant organizations to develop STR oversight requirements.

    + Report safety or security infractions by subcontractor while work is being performed.

    + Review and approve invoices to ensure that they meet subcontract requirements.

    + Ensure any issues or nonconformance's with technical requirements are documented, reported to the Procurement Representative and Subcontractor, and resolved prior to subcontract closeout.

    Qualifications

    + Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.

    + Proficient knowledge of the profession they are to supervise.

    + Working knowledge of DOE O 420.1C, DOE O 433.1B, DOE STD 1189, DOE O 426.2, and DOE STD 3009.

    + Experience working with requirements-based systems for areas such as nuclear facility construction and maintenance of nuclear facilities.

    + Experience and skill with performing workload distribution and execution of the work.

    + Interact effectively with project functional groups, Design Engineering, Construction, Project Management, and other services.

    + Possess excellent interpersonal skills and ability to interact in a tactful, professional, and effective manner while maintaining confidentiality.

    + Cope with conflicting deadlines, heavy workloads, and constant interruptions.

    + Demonstrated leadership qualities with emphasis on continuous improvement and team building.

    + Knowledge of nuclear safety basis, technical vocabularies, and terminology common to the assignment.

    + Ability to work with no supervision and under general direction.

    + Learn quickly, detail oriented, and able to work within a team environment.

    + The candidate must be proficient in standard office software (e.g., Word, Excel, PowerPoint).

    + Skilled in business usage of the English language,

    + The Nevada National Security Sites (located 65 miles northwest of Las Vegas, Nevada) will be the primary work location.

    + The work schedule will be 4/10s, Monday through Thursday (subject to change).

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + The candidate must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: $124,238.40 - $198,785.60.

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
