This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.
As an IT Advanced Project Manager, you will manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications. You will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK), by Agile frameworks, and by MNIT.
**This position requires an employee to be onsite at 1430 Maryland Ave E, St Paul, Minnesota at least 3 days per week, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Minimum Qualifications

This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
+ Managing project with Scrum and Kanban software development and technical teams.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Proven ability to manage budgets, timelines, and scope.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
+ Strong proficiency in Agile development tools such as Jira, Azure DevOps, Asana.
+ Project Management experience working in an environment with strict regulatory, security, and compliance requirements such as Law Enforcement or Criminal Justice systems.
+ Familiarity with cybersecurity, data privacy or compliance frameworks (e.g. CJIS, SOC2, GovRamp).
+ Experience managing enterprise-wide projects that span multiple departments/divisions.
+ Demonstrated experience with both ‘build’ and ‘buy’ methods for project delivery (software as a service/SaaS, custom solutions.
+ Experience delivering business process improvement projects, or experience business process mapping.
+ Experience leading cross-functional business and IT teams through the project delivery lifecycle.
