About this Job:
The overall function of this position is to assist in the supervision and management of District 61’s Bridge Inspection program. The position is responsible for all structural and bridge related accident/investigations, claims reimbursements, and the functional supervision and management of the District’s bridge maintenance repair activities. The position is responsible for prioritizing and verifying bridge maintenance repairs as directed by the District Bridge Engineer and will be required to perform tasks necessary to improve the quality and efficiency of said repairs.

Minimum Qualifications
One year of the required experience for the following minimum qualifications must have been as a Bridge Inspector 4 or as a bridge inspection team leader:
Possession of a high school diploma or GED plus six years of experience in bridge inspection; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus six years of experience in bridge inspection; OR
Two years of experience in bridge design, bridge load rating, bridge maintenance, and/or bridge construction plus four years of experience in bridge inspection; OR
Possession of a current license to practice professional engineering plus one year and six months of experience in bridge inspection; OR
An associate's degree in engineering or engineering technology plus five years of experience in bridge inspection; OR
A bachelor’s degree in engineering and a passing score on the Fundamentals of Engineering exam plus three years of experience in bridge inspection.
NOTE:
Incumbents are required to have successfully completed a FHWA approved comprehensive bridge inspection training course.
NOTE:
Any college hours or degree must be from a college or university as accredited by ABET or given equivalency by ABET (Accreditation Board for Engineering and Technology).

Job Duties and Other Information
Job duties include but are not limited to the following:
+ Coordinates and supervises the Bridge Inspections Teams who have the responsibilities for the inspection and evaluation of the condition of all state owned and city/parish owned bridges in the District. Reviews results of inspections of superstructures, substructures and embankments of bridges and the ratings assigned each member of the structure inspected. Reviews the inspection reports to ascertain their compliance with all DOTD and FHWA policies and procedures. Responsible for maintaining an Individual file for each structure. Approves equipment reports and personnel actions for all employees in bridge inspection and bridge maintenance.
+ Assists the District Bridge Engineer in assigning and prioritizing work performed by the District Bridge Maintenance Crew to repair and maintain structures (fixed and movable span), fence, and buildings throughout the District. Assists with the layout and construction of bridges built by District Bridge Maintenance Forces. Assignments are made on a priority basis in accordance with the severity of needed repairs, inconvenience and safety of the motoring public and interruption to marine traffic all taken into consideration. Assists in the acquisition of needed materials to accomplish their assignments and in the technical details to have a suitable end product.
+ Provides Functional Supervision and Guidance to Highway Foreman 2, Maintenance Foreman, Mobile Equipment Operators, Carpenters, and Maintenance Repairers in the performance of all maintenance activities related to the District's needs including structures, buildings/facilities, grounds, and associated equipment. Inspects work to ensure that it is performed to the proper standards.
+ Recommends the necessary repair/or replacement of structures that are to be contracted or done by DOTD maintenance forces. Assists the project engineer on bridge and other structural projects constructed by contractors. Coordinates any closure of the bridges with the U.S. Coast Guard, DOTD Headquarters, and local and state authorities.
+ Recommends the necessary repair or replacement of structure components due to vehicular/marine accidents. Coordinates any closure of bridges with the U.S. Coast Guard, DOTD Headquarters, and local and state authorities. Reports, calculates and submits claims to the DOTD Legal Section for reimbursement. Confers with Legal Section on court cases. May testify in court.
+ Computes quantities of materials to be used in maintenance projects and assures compliance with specifications in all materials used. Computes budget needs for maintenance activities performed by Subordinate staff. Updates and maintains records on structure repair, replacement and rehabilitation priority list, establishing need for bridge system improvement contract and DOTD forces.
+ May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
