    Duties Description The incumbent of this position will report to the Data Analysis Unit within the Office of Emergency Management (OEM). Under the direction of the Mapping Technologist 3, The Mapping Technologist 2 provides Geographic Information Systems (GIS) services to support the Division of Homeland Security and Emergency Services (DHSES). The incumbent will play a key role during non-emergency and emergency programs and incidents. Duties include but are not limited to the following: • Design, plan and manage GIS/Cartographic projects through the application of current GIS technology to DHSES emergency management activities and program operations.• Provide spatial analysis, mapping and displays for Emergency Operations Center (EOC) activations. • Publish incident response GIS layers to New York Responds to provide an interactive GIS map.• Develop and maintain all DHSES GIS data and products for integration into different spatial analyses.• Coordinate with emergency management GIS activities at partner agencies.• Provide technical expertise to Division management and program personnel regarding the GIS program.• Conduct site analysis with GIS for agency partners and stakeholders as required.• Document all procedures relative to mapping technology operations and responsibilities.• Identify and prototype applications that demonstrate potential to help clarify risk such as landslide susceptibility studies and property exposure analysis.• Advance hazard assessment through Geospatial Analysis, established collaborative relationships with partners such as the NYS Geological Survey.• Support recovery efforts by providing spatial analysis and mapping to Joint Field Office, including screening of potential environmental impacts such as proximity to rate and endangered species; graphic display of distribution and extent of public assistance by damage category; highway functional class and base map GIS data files to FEMA.• Respond to short notification and deadlines, occurring within and outside of normal business hours, during activations and regular operations as required.• Respond to Public Information Office (PIO) requests for specific customized map products.• Provide exercise planning teams with geographic context for exercise scenarios with an emphasis on Ground Truth and Master Scenario Event Log (MSEL) injects.• Develop and document procedures used in the development/purchase, implementation and utilization of GIS systems and data.• Generate targeted mapping products to meet the needs of the recipient, integrate products into PowerPoint or similar presentation software.• Represent DHSES OEM on NYS GIS State Advisory Workgroup and NYS GIS Data Coordination and Standards Workgroup.• Provide technical expertise to receive, review and/or evaluate GIS data obtained through contractual services or from other data partners.• Coordinate and maintain Hurricane Evacuation Re-Study (HES) shelter, evacuation routes, evacuation zone and critical road segment GIS layers.• Develop and disseminate radiologic preparedness GIS layers for three nuclear facilities in New York State, including monitoring stations and site locations, protective action areas, ERPS evacuation routes, reception centers, personnel monitoring centers, wind sectors, directional bearings and ingestion pathway zones.• Perform other duties as assigned in support of the agency’s mission or other program areas. • Manage a variety of agency projects requiring computer based cartographic information with varying levels of complexity.• Develop and maintain computer based cartographic information systems. Create maps, digital and hard-copy, and support web applications used for data distribution.• Coordinate with ITS-GIS Program Office (GPO) staff to prepare for drills and emergencies.• Explore and keep apprised of developments in the field of GIS, assess how developments may be applied or implemented within the Division, recommend implementation as appropriate.• Develop quality assurance/quality control procedures and standards by enhancing and enforcing standards and related operations such as updates and maintenance.• Support emergency operations during times of emergency and disaster as required.

     

    Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*** To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A bachelor's degree, including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, and/or photogrammetry, and nine additional semester credit hours in any combination of cartography, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and/or surveying AND two years of professional experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS and/or photogrammetry.** **Experience limited to Computer Aided Design (CAD) use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience. REASSIGNMENT/TRANSFER Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service as a Mapping Technologist 2 and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: Employees on the Civil Service eligible list will be considered. If you are on the eligible list and not reachable, you may be eligible for another appointment method.     Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
