About this Job
The Division of Administration/Office of Community Development has a vacancy. This job title has an assigned pay grade of AS-622.
To provide management and oversight of federal and state assistance programs for local governments in Louisiana.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
Six years of full-time work experience in any field plus four years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
A bachelor's degree plus four years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
An advanced degree in business administration, public administration, or a Juris Doctorate plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Plans, formulates, and implements comprehensive policies and directives that must be consistent with state and federal guidelines for the Office of Community Development (OCD) of the Division of Administration for the Louisiana Small Cities Community Development Block Grant Program (CDBG), the Local Government Assistance Program (LGAP), the Community Water Enrichment Fund (CWEF), EPA WIIN 2104 - Small, Disadvantaged Communities Drinking Water Grant Program (WIIN 2104), and Recovery Housing Program (RHP).
Directs and supervises the implementation of the Economic Development, Public Facilities, Demonstrated Needs, Planning, and Clearance segments of the Louisiana Community Development Block Grant (LCDBG) Program.
Keeps abreast of the overall economic, housing, and infrastructure needs of the State and relates this need to the financial assistance provided through the LCDBG Program.
Oversees the financial analysis conducted on all requests for economic development assistance in order to determine whether a project is financially sound.
Provides guidance to units of local government in structuring the implementation of projects that are financed through the LCDBG Program, private investors, local financial institutions, and local government financial resources.
Supervises the implementation of the Local Government Assistance Program (LGAP) whose purpose is to assist units of local government with funding for needed infrastructure and long-term capital improvements in rural areas.
Supervises the implementation of the Community Water Enrichment Fund (CWEF) whose purpose is to assist units of local government with funding for needed infrastructure and long-term capital improvements to potable water systems in rural areas.
Coordinates the use of CWEF Program funds with other state and federal programs designed to assist communities statewide. EPA WIIN 2104 - Small, Disadvantaged Communities Drinking Water Grant Program (WIIN 2104)
Coordination with the Louisiana Department of Health – Office of Public Health to identify qualifying communities under the EPA WIIN 2104 Program
Development of grant implementation procedures, documents, monitoring requirements, financial management requirements, etc.
Conducts written and verbal communication with federal officials, particularly from the U. S. Department of Housing and Urban Development in order to obtain clarification and/or interpretations on a diverse number of issues that arise as new federal requirements, regulations, and concepts become effective. Such issues may include the use of program income, interim financing, and purchasing of loans, program implementation, closeout procedures, etc.
Provides assistance and guidance in interpreting various federal and state programs’ policies and regulations to subordinate staff.
Supervises the coordination between HUD and the other three state agencies involved in the consolidated planning process.
Meets, both personally and by telephone, with officials of federal and State agencies, local governing bodies, State legislators, federal legislator's staff, and professional organizations/business firms on issues related to the LCDBG Program.
Reviews and approves all LGAP and CWEF purchase orders in the LaGOV system as the Signature Authority.
Reviews and signs correspondence in the absence of the Director at their request.
Prepares correspondence of a complex and sensitive nature for the LCDBG Director, Commissioner of Administration, and Governor.
