Position Summary Information
General Summary
The Section Manager, Collections System Planning facilitates sewer collection maintenance activities to remain in compliance with agreements with the Sanitary Sewer Overflow ( SSO ) Consent Decree through the application of business principles and industry best practices.
Essential Functions
+ Plans, schedules and directs the work of the section on a short and long-term basis
+ Assures compliance with all Consent Decree requirements
+ Designs and monitors Proactive and Preventative Maintenance Programs
+ Implements Line Blockage Analysis program
+ Prepares, reviews and submits all required reports and other documentation regarding implementation of the SSO Consent Decree
+ Manages Project Managers and outside consultants to ensure that tasks are performed on time and as specified for the compliance of the Consent Decree
+ Oversees a schedule of reporting and submission requirements required for regulatory compliance with the Consent Decree
+ Tracks the performance of the Commission relative to the Consent Decree to assure regulatory compliance
+ Coordinates with other teams and divisions within the Commission regarding optimizing operation of the collection system, compliance with current regulations and the SSO Consent Decree
+ Establishes an Information Technology system that tracks SSOs and basement backups and is linked to other related information systems and databases
+ Tracks division performance in relation to the section’s goals
+ Keeps the division informed of its progress towards its goals by posting weekly information
+ Communicates with the General Counsel’s Office to discuss Consent Decree issues, obtain legal advice and opinions, and to discuss review of documents related to the Consent Decree
+ Keeps informed of the current technology and equipment available both within the Commission and in the water/wastewater industry
+ Coordinates and leads meetings with WSSC Water Staff Offices to address issues pertaining to SSOs, basement backups, collection system repairs, back water valves, customer complaints, and the SSO Consent Decree
+ Provides technical engineering assistance to solve difficult maintenance problems
+ Makes recommendations and assists in the formulation of short and long-range programs for operational and engineering improvements to wastewater systems
+ Meets and communicates with representatives of State and County governments, the Maryland Department of the Environment, the Environmental Protection Agency, Citizens Groups, other utilities, officials and customers to build effective relationships, exchange information and resolve maintenance problems and issues related to the Consent Decree;
+ Participates in the review of plans and specifications, and the evaluation and testing of materials
Other Functions
+ Compiles various monthly reporting documents for Management
+ Updates Annual Action Items, Departmental Action Items and various other spreadsheets to track Planning Section and Consent Decree milestones
+ Prepares presentations and presents to WSSC Water Divisions and Senior Leadership Team
+ Provides assistance to the Claims Office in resolving complex claim problems
+ Coordinates with the Intergovernmental Relations Office in resolving complex issues with stakeholders
+ Performs related duties as assigned

Required Knowledge, Skills, And Abilities
+ Knowledge of industry best practices used in the maintenance of wastewater collection
+ Thorough knowledge and understanding of safety rules and regulations and standard operating procedures and knowledge of Consent Decrees
+ Thorough knowledge of laws and regulations relating to SSOs and basement backups
+ Knowledge and understanding of non-maintenance related SSO issues including: flow monitoring, hydraulic modeling, Sanitary Sewer Evaluation Studies ( SSES ), Fat, Oils, and Grease ( FOG ), and sewer rehabilitation
+ Knowledge and understanding of fluid mechanics; open channel flow, hydraulics, hydrology and other related engineering concepts
+ Ability to interpret construction plans and to provide effective guidance on difficult engineering and claim problems
+ Ability to create database management and GIS applications for use in analyzing and reporting SSO and basement backup data
+ Ability to work under limited supervision, be a self-starter and an effective communicator
+ Detailed oriented
+ Ability to establish and maintain effective working relationships with employees, customers, contractors, the Customer Service Department, regulators, and the general public
+ Ability to review and prepare written reports and to communicate effectively both verbally and in writing
Minimum Education, Experience Requirements
+ Bachelor’s degree in Civil, Sanitary or Environmental Engineering, Environmental Science or related discipline
+ 6 years of progressively responsible experience in engineering, including one year in planning engineering projects, or with responsibility for regulatory compliance of major scope
OR
+ High School diploma or equivalent
+ 10 years of progressively responsible experience in engineering, including one year in planning engineering projects, or with responsibility for regulatory compliance of major scope
Additional Requirements
+ Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ Supervisory experience
+ Experience in communicating and collaborating with internal and external stakeholders
+ Experience with Primavera, GIS , MMIS , and MS Office Suite
Salary$121,724 - $207,259
