Job Description Summary
The Project Manager leads cross functional project teams managing projects with varying degrees of complexity, principally, but not limited to, the planning and evaluating of alternatives for future capital projects (water/wastewater plants, pumping stations, storage and transmission facilities, communications, buildings and grounds, and rehabilitation projects). Position will also encompass projects delivering organizational program improvements, information management systems, business development arrangements, and similar administrative projects.

Position Summary Information
General Summary
TheProject Manager – Asset Managementis responsible for managing the development of business cases for complex capital projects identified through the asset management plan ( AMP ) process.
Essential Functions
+ Manages projects and initiatives in support of the development and implementation of the asset management program
+ Forms and leads internal project teams to determine the need for consultant services to assist in the development of business cases
+ Coordinates and leads the consultant selection process to ensure consultants possess the requisite skills and experience
+ Prepares and finalizes the scope of work using the business case manual to ensure provision of data and information to WSSC Water to complete the business risk exposure ( BRE ) and benefit/cost assessments
+ Coordinates consultant efforts in determining life cycle costs ( LCC ), BRE assessment of alternatives, and confidence level rating ( CLR ) leading to development of the business case for individual projects
+ Assists in the development of the capital improvement and engineering support programs, as well as division and other budgets
+ Leads a team managing complex planning for design and construction of projects such as treatment plants, pumping stations, transmission projects, or other major facilities
+ Manages projects intending to deliver organizational, program, or corporate benefits and improvements
+ Consults and works with team members from other internal organizations, including senior leadership, in the administration of consultant and architect/engineer (A/E) contracts and their associated procurement mechanisms
+ Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
+ Gathers data and prepares diagnostic and prescriptive reports on significant team, group or institutional issues
+ Reviews, negotiates and finalizes contracts and change orders
+ Develops and implements project management strategic plans and resultant monitoring mechanisms
Other Functions
+ Serves as Commission project representative equivalent to consultant’s or contractor’s project manager
+ Participates on project teams of others, including management review, reengineering and policy groups
+ Reviews and approves monthly and final payments for A/E’s, contractors and vendors
+ Performs other related duties as assigned
Work Environment And Physical Demands
Business casual office environment with occasional field visits.
Required Knowledge, Skills, And Abilities
+ Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems
+ Ability to organize and lead cross functional project teams
+ Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
+ Must possess the knowledge and skills required to effectively access and involve other agencies, internal staff, the general public and special interest communities
+ Demonstrated ability in team building, group leadership, project management and verbal and written communication skills
Minimum Education, Experience Requirements
+ Bachelor’s degree in Civil, Sanitary, Environmental Engineering or related engineering discipline
+ 5+ years of experience in the practice of project management
OR
+ High School diploma or equivalent
+ 9+ years of experience in the practice of project management
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
Preferences
+ Certification as a Project Management Professional by the Project Management Institute of America
+ Registration as a Professional Engineer
+ Experience/knowledge in the field of asset management
Salary$108,233 - $184,288
