    Summary The Federal EHR Program Solutions Consultant works independently under the EHR Associate Chief of Pharmacy. The incumbent works strategically with the members of the various levels of leadership on pharmacy-related EHR issues. The incumbent will aid in program management related to EHR implementation, planning, and training. This position will support the pharmacy teams at Indianapolis and Northern Indiana VA Health-Care Systems and will be physically based in Indianapolis.. Administrative Serves as the facility's subject matter expert on all EHR related tickets, workflows, and mitigations. Tracks, investigates, manages and trouble-shoots all submitted pharmacy or medication related EHR tickets. Responsible for all EHR tickets that fall in the scope of: Pharmacy domain (in the EHR software ticketing package) Medication safety (in the Joint Patient Safety Report software) Medication ordering (including ancillary issues with downstream impact to pharmacy such as infusions) Provides timely communication, updates, and resolutions on submitted EHR tickets or reported EHR issues. Reviews, triages, and manages all pharmacy or medication related EHR issues requiring collaboration with other facilities or VISN. Monitors and triages all EHR tickets which are out of the scope of pharmacy or medication use to the appropriate point of contact. Serves as the primary point of contact for pharmacy EHR tickets and submits tickets on behalf of the facility when appropriate. Troubleshoots issues, validates resolutions, and serves as a Readiness Specialist for major system upgrades and modifications. Participates in meetings with pharmacy and other service leads to provide updates on all EHR issues or concerns. Serves as the pharmacy's primary EHR liaison officer with the EHR vendor, VISN EHR team, and National EHR program. Collaborates with EHR vendor and facility staff to replicate issues, identify mitigation strategies needed including the compilation of configuration changes and Joint Sustainment and Adoption Board (JSaAB) requests. Participates in the planning and development of programs in collaboration with the VISN Pharmacy EHRM team, consistent with the goals of National and VISN EHR Programs. Provides reports on the status of programs and suggests solutions directly to the facility's EHR Program Manager and VISN Pharmacy EHR Program Manager. May serve as the Acting EHR Associate Chief of Pharmacy in his/her/their absence. 2. Education and Training Maintains a good working knowledge of available information resources in addition to operational, therapeutics and disease management areas covered by pharmacy service. Designs, implements, and supervises EHR related education and training program for pharmacy and other clinical service. Provides highly specialized EHR related training support to pharmacy or other professional service in the facility. Fosters a continuous learning culture to drive innovation in area pertaining to EHR use. Analyzes EHR process change requests, reviews, and modifies training as needed and routes requests to the EHR program manager for resolution. Collaborates with other EHR program solutions consultants to provide specialized EHR related training to improve the knowledge and skill of pharmacy and other clinical service staff within the facility and/or network. Supports VISN EHR Pharmacy Program team in developing supplemental training, educational documents, and building programs related to reported EHR issues. May serve as a preceptor for pharmacy learners. 3. Quality Assurance Develops and tracks system monitors for all designated EHR program areas. Develops and leads process improvement strategies for pharmacy EHR issue reporting and resolution. Works with VISN 10 EHR Pharmacy team to capture and report out ticket data and metrics. Analyzes efficiency and productivity of EHR operations and takes appropriate action when needed. Recommends facility and VISN-wide interventions as necessary to facilitate efficient usage of resources. Provides suggestions for change within the EHR to facilitate policy compliance, communicates changes and develops required trainings. Understands and interprets National, VISN and local policies related to pharmacy and medication management. Experience/Education: Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 1 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT). Licensure Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: The following criteria must be met when determining the grade of candidates. Experience: must have 1 year of experience equivalent to the next lower grade level (GS12-Full Performance Level). GS-13 Requirements: Demonstrated Knowledge, Skills, and Abilities (KSAs): Pharmacists assigned to this position must demonstrate, in their resume, the following KSAs: a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. b. Expert understanding of regulatory and quality standards for their program area. c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Prior informatics experience with Oracle Health/Cerner is preferred. The full performance level of this vacancy is GS 13. The actual grade at which an applicant may be selected for this vacancy is GS 13. Physical Requirements: The work in this position is administrative and technical in nature; primarily sedentary. Work is performed in an office setting and requires the use of numerous communication modalities. Some travel and tour of duty changes are required to meet the demands of the position.
