The primary purpose of this position is to exercise technical and administrative supervision over subordinate passenger and baggage supervisors and workers in accomplishing duties of 732d Air Mobility Squadron (732 AMS) Passenger Service Operations at Joint Base Elmendorf-Richardson (JBER), Alaska (AK). Responsibilities Performs working planning and administrative responsibilities in the operational activities of military and civilian personnel who perform aircraft dispatch, passenger loading, and fleet servicing duties pertinent to air terminal internal control and mission support of originating, transiting, and terminating aircraft. Performs work direction responsibilities and drives a variety of vehicles, some of which have a GVW of more than 32,000 pounds (this includes K-Loaders, step/stair trucks, buses, 25K/NGSL and various conveyors) and operates one or more electric, LPG, or diesel powered fork lift trucks which are capable of lifting loads of less than 10,000 pounds as high as 168 inches to facilitate loading and unloading assignments. Performs support duties and functions and exercises operational control and provides the full range of Passenger Services in the terminal. Provides mentoring and assists/participates in on-the-job training (OJT) of newly assigned military and civilian employees in performing tasks associated with passenger service and operating motor vehicles such as passenger check-in, building baggage pallets, roll call procedures, operating motor vehicles, inspection of motor vehicles (Passenger bus and Aircraft Loaders). Represents the Air Passenger Terminal with a variety of installation and functional organizations regarding passenger movement operations and ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Establishes, develops, and maintains effective working relationships with customers, both internal and external. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a PASSENGER AND BAGGAGE PROCESSOR (MVO/FLO) SUPERVISOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment. 2. Knowledge of passenger and cargo aircraft systems, configurations, equipment, emergency procedures, preflight inspection procedures, location of electrical power connections, circuit breakers, hydraulic operating system, and serviceability requirements. 3. Knowledge of passenger and cargo aircraft capacity and limitations, floor load restrictions, shoring, restraint requirements, use of load charts and graphs as applied in consideration of weight and balance factors during preparation of load plans to provide the optimum center of gravity throughout flight. 4. Knowledge of operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 32,000 pounds such as truck tractors with semi or full trailers, or heavy load in-line trucks and of operating one or more electric, LPG, or diesel powered for lifts typically capable of lifting less than 10,000 pounds as high as 168 inches. 5. Knowledge of safety regulations, practices, and procedures. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 6. Ability to interpret and communicate technical orders and other published guidance. PHYSICAL EFFORT: Incumbent will be required to pass a pre-employment physical. Physical requirements include: heavy lifting (45- 79 lbs.); heavy carrying (45 lbs. and over); hours of straight pulling are 4 hours/week; hours of pushing are 4 hours/week; reaching above shoulder height; use of fingers; both hands required; hours of walking are 2 hours/day; hours of standing are 2 hours/day; hours of repeated bending are 1 hour/day; climbing to include use of legs and arms; both legs required; operation of crane, truck, motor vehicle, or fork lift; ability for rapid mental and muscular coordination simultaneously; both eyes required; depth perception; hearing (aid permitted). Additional functional requirements include: required to wear safety shoes; use of ear plugs, helmets, and/or other protective equipment when in vicinity of aircraft with engines running. WORKING CONDITIONS: Environmental factors include: work performed in an outside environment with exposure to the elements (excessive heat; excessive cold; excessive noise, intermittent; dust and dirt; grease and oils; solvents such as degreasing agents; slippery or uneven walking surfaces; working around machinery with moving parts; working around moving objects or vehicles; working closely with others and alone.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
